SYNOPSIS

     Encourages municipalities to move nonpartisan elections to the general election date in November.

A Joint Resolution encouraging municipalities to move nonpartisan elections to the general election date in November.

 

Whereas, In response to the ever-increasing fiscal constraints on municipalities and local taxpayers P.L.2009, c.196 (C.40:45-7.1) was enacted, on January 14, 2010, to allow any municipality governed by the provisions of the "Uniform Nonpartisan Elections Law," P.L.1981, c.379 (C.40:45-5 et seq.), by ordinance, to choose to move its nonpartisan elections from May to the day general elections are held in November, while remaining a nonpartisan municipality; and

Whereas, According to the New Jersey State League of Municipalities, more municipalities are considering moving their nonpartisan elections from May to November in an effort to reduce municipal cost associated with holding separate elections, and to increase voter turnout; and

Whereas, While the option to move nonpartisan elections from May to November is a local option, the Legislature encourages all municipalities governed by the "Uniform Nonpartisan Elections Law" to move their nonpartisan elections from May to November to reduce municipal cost, provide taxpayer savings, and increase participation in the democratic process afforded to all eligible voters in this State; now, therefore,

 

     Be It Resolved by the Senate and General Assembly of the State of New Jersey:

 

     1.    Municipalities governed by the provisions of the "Uniform Nonpartisan Elections Law," are encouraged to move their nonpartisan elections from May to November pursuant to section 1 of P.L.2009, c.196 (C.40:45-7.1).

 

     2.    Duly authenticated copies of this joint resolution shall be transmitted, by the Secretary of State, to the governing body of each municipality in this State governed by the provisions of the "Uniform Nonpartisan Elections Law."

 

     3.    This joint resolution shall take effect immediately.

 

 

STATEMENT

 

     This joint resolution encourages all municipalities governed by the provisions of the "Uniform Nonpartisan Elections Law," to move their nonpartisan elections from May to November, under the provisions of P.L.2009, c.196, in an effort to reduce municipal cost, provide taxpayer savings, and increase participation in the democratic process afforded to all eligible voters in this State.
