     Approves NJ Building Authority project described in project report entitled "New Jersey State Capitol Complex Security Screening Building and Secure Courtyard Project."

A Concurrent Resolution expressing the approval of the Legislature for a project described in project report entitled the "New Jersey State Capitol Complex Security Screening Building and Secure Courtyard Project" by the New Jersey Building Authority.

 

Whereas, Pursuant to the "New Jersey Building Authority Act," P.L.1981, c.120 (C.52:18A-78.1 et seq.) (act), the New Jersey Building Authority (authority) is authorized to undertake "projects" as defined in the act; and

Whereas, The authority has determined that it is desirable and in the best interests of the authority to undertake a project for use by the New Jersey State Police; and

Whereas, Prior to the authority undertaking any project whose cost is estimated to exceed $100,000, the authority shall comply with the provisions of the act, including, the preparation of a project report, the submission of the project report to the New Jersey Commission on Capital Budgeting and Planning for its review and findings, and the submission to the Legislature of the project report together with, among other things, the findings of the New Jersey Commission on Capital Budgeting and Planning; and

Whereas, The authority adopted a resolution approving the project report referenced herein that describes the project it desires to undertake; and

Whereas, The New Jersey Commission on Capital Budgeting and Planning approved the project report referenced herein that describes the project that the authority desires to undertake; and

Whereas, Pursuant to section 8 of the act, the authority submitted the project report and supporting documentation to the President of the Senate and the Speaker of the General Assembly; and

Whereas, The act requires that a project to be undertaken by the authority be approved by the Legislature within 45 days of submission of the project report, or the next meeting date immediately thereafter for a house not meeting on that date, or else the project shall be deemed disapproved; and

Whereas, The project described in the project report has the following general characteristics:

     Location - A currently open courtyard between the Executive State House (ESH), Legislative State House (LSH), and State House Annex (Annex) in close proximity to West State Street, City of Trenton, Mercer County, New Jersey;

     Description - The project shall consist of the design, construction, and equipping of a stand-alone building to serve as a security screening building and the enclosure of a currently open courtyard between the ESH, LSH, and the Annex;

     Size - The security screening building will consist of approximately 2,000 to 2,500 square feet and the secured courtyard will consist of approximately 20,000 square feet;

     Agencies proposed for use - New Jersey State Police;

     Projected costs - $8,000,000. This estimated cost shall include all essential project components, including but not limited to: professional fees (legal, architectural, engineering, environmental consultants and construction management); construction of any necessary site related work; construction costs, permits, and contingencies; and costs of any equipment, if necessary; and

Whereas, The project described in the project report has a current working cost estimate of $8,000,000, but that amount depends upon the results of contract bidding following the final design of the project and could be as much as ten to fifteen percent above the project cost estimate; now, therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):

 

     1.    The project described in the project report entitled the "New Jersey State Capitol Complex Security Screening Building and Secure Courtyard Project" is approved.  This approval shall be deemed to include changes or modifications to the project as to architectural or engineering designs, or changes in the needs of the affected agencies, which the agencies indicate are necessary; provided that the changes or modifications do not materially change the scope or use of the project or materially increase the costs as described in the project report after adjustments for the effects of inflation in the construction industry.

 

     2.    Duly authenticated copies of this concurrent resolution, signed by the Speaker of the General Assembly and attested by the Clerk thereof, and signed by the President of the Senate and attested by the Secretary thereof, shall be transmitted to the New Jersey Building Authority.

 

 

STATEMENT

 

     This concurrent resolution approves the New Jersey Building Authority project described in the project report entitled the "New Jersey State Capitol Complex Security Screening Building and Secure Courtyard Project," and as described in this resolution.  The approval by the Legislature is required by the provisions of the "New Jersey Building Authority Act" before the New Jersey Building Authority is authorized to undertake a project. The purpose of the project described in the project report is to improve the existing security provisions for the State Capitol Complex in order to further secure the State Capitol Complex against threat actors seeking to: 1) threaten the ability to conduct State business by the Executive Branch and the Legislative Branch; and 2) threaten the health and safety of State officials and members of the public at the State Capitol Complex.
