"Permit Transparency Act"; requires State entity to post on official website number of permits applied for and issued, revenue derived, number of employees involved, and salary of such employees.

An Act concerning the posting of certain information on permits issued by a State entity and designated as the "Permit Transparency Act," and supplementing Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. This section shall be known and may be cited as the "Permit Transparency Act."
Any State entity, including any agency, department, office, board, bureau, commission, independent authority, or other instrumentality of the State, responsible for administering any State or federal program, shall post on the official Internet site of the entity the number of applications for permits submitted to the entity, the number of permits issued by the entity, the revenue derived from processing applications and issuing permits, the number of employees directly involved in processing applications and issuing permits, and the total annual base salary of all such involved employees. The format for the post shall present the information by type of permit, and shall include the citation for the statute, rule, or regulation providing for the permit. The calculation of the total annual base salary of all employees shall include, when appropriate, only the amount of the annual base salary prorated in proportion to an employee's time involved in the processing and issuance.
As used in this section, "permit" means any document, license, certificate, registration, authorization, or any other form of permission or approval required by statute, rule, or regulation to be issued by a State entity as a condition to engage legally in a regulated activity.
The information required to be posted by this section shall be posted not later than January 15 of each calendar year and shall reflect information that is current as of the close of the business day on December 31 of the immediately preceding calendar year. The information shall be posted in a prominent location on the homepage of the entity, or, at the discretion of the entity, a separate and clearly labeled link that provides access directly to the information shall be positioned in a prominent location on the homepage of the entity. The posted information for each calendar year shall be maintained on the site for a period of not less than t10 years.
2. This act shall take effect immediately.
STATEMENT
This bill, designated as the "Permit Transparency Act," requires any State entity, including any agency, department, office, board, bureau, commission, independent authority, or other instrumentality of the State, responsible for administering any State or federal program, to post on the official Internet site of the entity the number of applications for permits submitted to the entity, the number of permits issued by the entity, the revenue derived from processing applications and issuing permits, the number of employees directly involved in processing applications and issuing permits, and the total annual base salary of all such involved employees. The information is to be presented by type of permit, and must include the citation for the statute, rule, or regulation providing for the permit.
The bill defines permit to mean any document, license, certificate, registration, authorization, or any other form of permission or approval required by statute, rule, or regulation to be issued by a State entity as a condition to engage legally in a regulated activity.
The information must be posted not later than January 15 of each calendar year and must reflect information that is current as of December 31 of the prior calendar year. The posted information for each calendar year must be maintained on the site for a period of not less than 10 years.
The information must be posted in a prominent location on the homepage of the entity, or, at the discretion of the entity, a separate and clearly labeled link that provides access directly to the information must be positioned in a prominent location on the homepage of the entity.
