     Requires MVC to review certain services and provide certain services online.

An Act requiring the New Jersey Motor Vehicle Commission to review certain services and provide certain services online, and supplementing Title 39 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  Within six months after the effective date of P.L.    , c,    (C,        ) (pending before the Legislature as this bill), the Chief Administrator of the New Jersey Motor Vehicle Commission shall study and complete a review of all services the commission provides to the public that are not available through the commission's Internet website.  The review shall include an analysis and determination of whether it is feasible to provide each service through the commission's Internet website, including whether providing the service through the commission's Internet website conflicts with federal law.  The commission shall prepare and submit a report to the Governor and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), to the Legislature detailing the results of the review required to be completed pursuant to this subsection.  The report shall be submitted no later than nine months after the effective date of P.L.    , c.    (C.        ) (pending before the Legislature as this bill).

     b.  Notwithstanding the provision of any law, rule, or regulation to the contrary, the New Jersey Motor Vehicle Commission shall make available through the commission's Internet website all services the commission determines are feasible to be provided through the commission's Internet website pursuant to subsection a. of this section, within three years after the effective date of P.L.    , c.    (C.        ) (pending before the Legislature as this bill).

 

     2.  This act shall take effect immediately.

 

STATEMENT

 

     This bill requires the Chief Administrator of the New Jersey Motor Vehicle Commission (commission) to, within six months after the effective date of the bill, study and complete a review of all services the commission provides to the public that are not available through the commission's website. The commission is required to prepare and submit a report detailing the results of the review to the Governor and Legislature no later than nine months after the effective date of the bill.

     The bill also requires the commission to make available through the commission's website all services that the commission determines are feasible to be provided through the commission's website.  The commission is to make these services available online within three years after the effective date of the bill.
