An Act requiring shared service incentive programs to allow hiring of information technology and cyber security professionals and supplementing P.L.2007, c.63 (C.40A:65-1 through C.40A:65-35).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. No State agency shall exclude the hiring of information technology or cybersecurity professionals pursuant to a shared services agreement from any program, activity, assistance, or offering, administered by the State agency to incentivize local units to enter into shared services agreements.
b. For the purposes of this section, "State agency" means any State department, and any authority, commission, office, department, division, bureau, board, or any other agency or instrumentality thereof, including institutions of higher education.
2. This act shall take effect immediately.
STATEMENT
This bill prohibits State agencies, as defined in the bill, from excluding the hiring of information technology or cybersecurity professionals pursuant to a shared services agreement from any program, activity, assistance, or offering, administered by the State agency to incentivize local units to enter into shared services agreements under the "Uniform Shared Services and Consolidation Act," P.L.2007, c.63 (C.40A:65-1 through C.40A:65-35).
In particular, the bill is
intended to expand the scope of Local Efficiency Achievement Program (LEAP)
grants to provide funding for the hiring of information technology or
cybersecurity professionals pursuant to a shared services agreement. LEAP
facilitates exploring and establishing shared services, and provides counties,
municipalities, school districts, commissions, authorities and fire districts
assistance for the study or implementation of promising shared services
projects. LEAP grants provide direct support to advance the efforts of shared
services in all local governments. LEAP is comprised of three primary
components: (1) Challenge Grants which allocate funds to the most compelling
projects and challenge municipalities and counties to collaborate on more
extensive partnerships that produce shared services of greater significance
than is customary, (2) Implementation Grants which allocate funds to help cover
costs associated with shared services implementation and provide reimbursement
of costs associated with school consolidation and countywide school district
studies, and (3)
County Coordinator Fellowship Grants which allocate $50,000 to counties for the
purpose of hiring a fellow to work full time with the county to identify and
advance shared service opportunities.
