     Provides for designation and training of certain law enforcement officers as human trafficking resource officers.

An Act concerning designation and training for human trafficking resource officers, and supplementing P.L.1961, c.56 (C.52:17B-66 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  (1) The Police Training Commission in the Department of Law and Public Safety, in consultation with the Attorney General, shall develop a training course on the handling, response procedures, investigation, and prosecution of human trafficking activities as set forth in section 1 of P.L.2005, c.77 (C.2C:13-8).  The Attorney General, in conjunction with the commission, shall ensure that the training course is developed within 60 days of the effective date of this section.  The training course, once developed, shall be offered at each school approved by the commission to provide police training courses pursuant to the provisions of P.L.1961, c.56 (C.52:17B-66 et seq.). 

     (2)   The course shall be attended by each human trafficking resource officer designated pursuant to subsection b. of this section, and shall be completed by that officer within 60 days of being designated.

     (3)   The commission shall review and, if determined necessary, modify the training course at least once every two years.  The modified training course shall be attended by human trafficking resource officers newly designated pursuant to subsection b. of this section after the development of the modified course, and may be attended by any previously designated officers.

     b.    The chief executive of every State, county, and municipal law enforcement unit shall identify up to two permanently appointed police officers in that unit to be designated as human trafficking resource officers.  The designation as a human trafficking resource officer is contingent upon the police officer completing the Police Training Commission's training course concerning human trafficking as set forth in subsection a. of this section.

     c.     The commission shall adopt rules and regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) in order to effectuate the purposes of this section.

 

     2.    This act shall take effect on the first day of the third month next following enactment.


STATEMENT

 

     This bill provides for the designation and training of State, county, and municipal law enforcement officers as human trafficking resource officers.

     The Police Training Commission in the Department of Law and Public Safety, in consultation with the Attorney General, would develop a training course on the handling, response procedures, investigation, and prosecution of human trafficking activities as set forth in section 1 of P.L.2005, c.77 (C.2C:13-8).  The Attorney General, in conjunction with the commission, would ensure that the training course is developed within 60 days of the effective date of the bill.  The training course, once developed, would be offered at each school approved by the commission to provide police training courses pursuant to the provisions of P.L.1961, c.56 (C.52:17B-66 et seq.).

     The course would be attended by police officers who are designated to be "human trafficking resource officers."  The chief executive of every State, county, and municipal law enforcement unit would identify up to two officers for such designation.  The designation would be contingent upon the officers completing the Police Training Commission's course within 60 days of being designated. 

     The commission would review and, if determined necessary, modify the training course at least once every two years.  The modified training course would be attended by human trafficking resource officers newly designated after the development of the modified course, and would be optional for any previously designated officers.
