SYNOPSIS

     Imposes additional five percent tax on sale of firearms and ammunition to fund safety infrastructure improvements in public buildings.

An Act concerning sales tax on firearms and ammunition and supplementing Title 54 of the Revised Statutes.    

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  In addition to the taxes imposed pursuant to section 3 of P.L.1966, c.30 (C.54:32B-3) on receipts from retail sales of firearms and firearms ammunition, an additional five percent tax shall be imposed on these receipts which shall be deposited in the "Safety Infrastructure Fund" established in section 2 of this act.  

 

     2.  a.  There is created a special account known as the "Safety Infrastructure Fund." Monies in the fund shall be annually appropriated for safety infrastructure improvements in publicly-owned buildings.  Such improvements shall include, but not be limited to, security cameras, electronic notification systems for school-wide emergencies, devices controlling means of entrances and exits, panic buttons, and locks on doors that can only be locked from the inside. 

     b.  These monies shall be administered by the State Treasurer. 

     c.  For the purposes of this section, "publicly-owned building" means any building owned by the State or any political subdivision thereof, or by a county or municipality, or any political subdivision thereof and shall include but not be limited to, any public school, library, municipal building, firehouse, or police station.

 

     3.  This act shall take effect on the first day of the fourth month following enactment. 

 

 

STATEMENT

 

     This bill imposes an additional five percent retail tax on the sale of firearms and ammunition. 

     The revenue generated from this new tax would be deposited in a special account known as the "Safety Infrastructure Fund."  The monies in the fund would be earmarked for safety infrastructure improvements in schools and other publicly-owned buildings, such as libraries and municipal buildings.  The money would be available for safety features such as security cameras, electronic notification systems for school-wide emergencies, devices controlling means of entrances and exits, panic buttons, and locks on doors that can only be locked from the inside.
