SYNOPSIS

     Requires BPU to conduct study on how electric chiller equipment and natural gas cooling equipment would increase energy efficiency in commercial buildings.

     As reported by the Assembly Telecommunications and Utilities Committee on October 11, 2012, with amendments.

 


An Act requiring the Board of Public Utilities to conduct a study on how electric chiller equipment 1and natural gas cooling equipment1 would increase energy efficiency in commercial buildings.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Board of Public Utilities shall conduct 1[an] a full fuel cycle1 environmental and economic impact study concerning the use of electric chiller equipment 1and natural gas cooling equipment1 in commercial buildings, and shall make legislative and regulatory recommendations relating to their use.

     b.    The study shall include, but not be limited to:

     (1)   The cost required to retrofit or replace existing electric chiller equipment 1or natural gas cooling equipment1 with higher efficiency models;

     (2)   The cost and benefits concerning the retrofitting of other equipment in the building that may increase the efficiency of the cooling system; and

     (3)   The potential financial savings and environmental impact from retrofitting or replacing existing electric chiller equipment 1or natural gas cooling equipment1 with higher efficiency models.

 

     2.    Within one year after the effective date of P.L.    , c.    (C.      ) (pending before the Legislature as this bill), the Board of Public Utilities shall prepare and submit a report of its findings and recommendations to the Governor and to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1).  Copies of the report shall also be provided to the public upon request and free of charge, and the report shall be posted on the Internet website of the Board of Public Utilities.

 

     3.    This act shall take effect immediately.
