     Requires EDA and Dept. of State to encourage businesses considering relocation to locate within chronically high unemployment region.

An Act encouraging business relocation to certain counties and supplementing Title 34 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.    In consultation with the Department of State, the New Jersey Economic Development Authority, or a nonprofit corporation designated by the authority, shall encourage businesses considering relocation to New Jersey to choose a location with a chronically high unemployment region.  The authority, and any nonprofit corporation designated by the authority, are authorized to utilize the resources of public utility companies, regional, county and municipal economic development entities, industry sector networks, New Jersey businesses, and private sector nonprofit groups involved in promoting economic development in the State, to recruit businesses to New Jersey which have expressed any relocation interest.

     b.    As used in this section: "authority" shall have the same meaning as provided in section 3 of P.L.1974, c.180 (C.34:1B-3); and "chronically high unemployment region" means any county in which there was, during the 10 prior full calendar years, an average annual unemployment rate in excess of the State average annual unemployment rate.

 

     2.    This act shall take effect immediately, but shall remain inoperative for 60 days following the date of enactment.

 

 

STATEMENT

 

     This bill requires the New Jersey Economic Development Authority (authority), or a nonprofit corporation designated by the authority, in consultation with the Department of State, to encourage businesses considering relocation to New Jersey to choose a location with a chronically high unemployment region.  A "chronically high unemployment region" is defined as any county in which there was, during the 10 prior full calendar years, an average annual unemployment rate in excess of the State average annual unemployment rate.  The authority and any nonprofit corporation designated by the authority are authorized to utilize the resources of public utility companies, regional, county and municipal economic development entities, industry sector networks, New Jersey businesses, and private sector nonprofit groups involved in promoting economic development in the State, to recruit businesses to New Jersey which have expressed any relocation interest.
