SYNOPSIS

     Requires State to offer surplus State police vehicles to certain volunteer fire and emergency service organizations.

An Act concerning used State police vehicles and supplementing Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Whenever a surplus State police vehicle becomes available to be sold at public auction, the Department of Treasury shall provide notice of availability to each volunteer fire company; volunteer fire police association; volunteer first aid, ambulance, and rescue squad; and volunteer search and rescue squad in the State.  Each volunteer fire company, fire police association; first aid, ambulance, and rescue squad; and search and rescue squad shall be afforded the opportunity to request that ownership be transferred to it.  In the event that multiple fire companies, fire police associations; volunteer first aid, ambulance, and rescue squads; and search and rescue squads request a vehicle, a lottery shall be held and the winning company, association, organization or squad shall be granted the vehicle at no cost.  In the event that only one fire company fire police association, or first aid, ambulance, and rescue squad; or search and rescue squad requests a vehicle, the vehicle shall be granted at no cost to that fire company, fire police association; first aid, ambulance, and rescue squad; or search and rescue squad.

 

     2.    The Department of Treasury shall develop a plan for the notification of volunteer fire companies, fire police associations; first aid, ambulance, and rescue squads; and search and rescue squads and for the distribution of vehicles. 

 

     3.    The State shall not be liable for any damages that may result from the use or operation of any transferred vehicle.

 

     4.    This act shall take effect on the first day of the third month after enactment.

 

 

STATEMENT

 

     This bill requires the Department of the Treasury to donate surplus police vehicles to volunteer fire companies, fire police associations, first aide, ambulance, and rescue squads; and search and rescue squads. 

     Under the provisions of the bill, the department would notify eligible volunteer organizations when a vehicle is available.  The volunteer organization could then request that ownership be transferred to it.  If a request is made by more than one organization, a lottery will be held and the vehicle will be given to the winner of the lottery.  The bill specifies that these volunteer organizations are to be granted the vehicles free of charge.
