     Authorizes special license plates for county and municipal emergency management volunteers.

An Act concerning special motor vehicle registration plates for county and municipal emergency management volunteers and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Upon application by a person who has been issued a certificate as a volunteer member of a county or municipal office of emergency management, the Chief Administrator of the New Jersey Motor Vehicle Commission shall issue for the motor vehicle owned or leased by the applicant special vehicle registration plates.  The plates shall include the vehicle registration number and other markings or identification prescribed by law and shall include an identifying design or unique alphanumeric sequence approved by the chief administrator, after consultation with the State Director of Emergency Management, as the most cost-effective.  Only one set of special registration plates shall be issued to an applicant. The special plates shall be displayed only on the vehicle for which they were issued.

     b.    The special vehicle registration plates authorized by this section shall be issued upon proof satisfactory to the chief administrator that the applicant meets the qualifications specified in subsection a. of this section.  A person who has been issued special vehicle registration plates under this section shall return the special plates when that person no longer meets these qualifications.

     c.     The fee for the motor vehicle registration plates issued under this section shall be as prescribed by the chief administrator, not to exceed the costs of plate production, plate issuance and any directly associated costs, in addition to the fees otherwise prescribed by law for the registration of motor vehicles.

     d.    A person who violates a provision of this section shall be fined $50.

 

     2.    The chief administrator may retain from the fees collected pursuant to subsection c. of section 1 of this act such sums as are necessary to defray all the costs incurred by the commission in the implementation of this act as certified by the chief administrator.

 

     3.    This act shall take effect on the first day of the seventh month following enactment.

 

 

STATEMENT

 

     This bill would authorize the Chief Administrator of the New Jersey Motor Vehicle Commission to issue special license plates for volunteer members of county and municipal offices of emergency management.

     The plates authorized under this bill would bear, in addition to the other markings or identifications prescribed by law, an identifying design or unique alphanumeric sequence, approved by the chief administrator after consultation with the State Director of Emergency Management.  Only certified volunteer members of county or municipal offices of emergency management would be eligible to receive these special plates, and only one set of plates would be issued to an applicant.

     The fee for these plates would be set by the chief administrator. The bill specifies, however, that should not exceed the regular fees prescribed by law plus the actual cost of the plates' production, issuance, and associated costs.

     Finally, persons violating the provisions of the bill would be subject to a $50 fine.
