     Requires BPU to establish Energy Efficiency Leadership awards program.

An Act establishing an Energy Efficiency Leadership awards program, and supplementing Title 48 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Board of Public Utilities, in consultation with the Director of Energy Savings established pursuant to Executive Order No.11 of 2006, shall establish a program to be known as the "Energy Efficiency Leadership awards program."  This program shall recognize annually three State agencies, departments, divisions, institutions, or offices that develop and implement innovative projects that result in a measurable reduction in overall energy usage.  This program shall recognize outstanding achievements in the following areas:  conservation and efficient use of energy and water; use of new and emerging energy technologies; use of innovative strategies and best practices to reduce energy usage; and use of renewable energy sources.

     b.    The board, in consultation with the director, shall establish an application procedure and criteria and guidelines for the nomination and judging of applications for this award.

     c.     The board shall post the names of the recipients of the Energy Efficiency Leadership awards prominently on the State's website, and shall recognize the recipients through the award of a certificate, a press announcement, or another form of recognition deemed appropriate to highlight the achievements of these State agencies, departments, divisions, institutions, or offices.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would require the Board of Public Utilities (BPU), in consultation with the Director of Energy Savings, to establish an Energy Efficiency Leadership awards program to recognize State agencies, departments, divisions, institutions, or offices that develop and implement innovative projects that result in a measurable reduction in overall energy usage.

     The BPU and its Office of Clean Energy currently offer a New Jersey Clean Energy Leadership Award that recognizes businesses, organizations, municipalities, and educational facilities for outstanding projects that use clean energy technologies to help reduce greenhouse gases and deliver savings.  In addition, the federal government annually recognizes five government offices or entities, civil or military, for their environmental leadership with the Presidential Awards for Leadership in Federal Energy Management. This bill would provide a similar recognition for State agencies, departments, divisions, institutions, or offices.
