     Requires DEP to conduct study concerning single-use paper bags and plastic bags.

An Act requiring the Department of Environmental Protection to study the environmental impact of single-use paper bags and plastic bags.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The Department of Environmental Protection shall conduct an environmental impact study concerning single-use paper bags and plastic bags, and shall make legislative and regulatory recommendations relating to their use.

     The study shall consider the energy and resources used in the production, disposal, and recycling of both paper and plastic bags, and any environmental consequences, including environmental damages caused by the littering of bags.  

 

2.    Within one year after the effective date of this act, the Department of Environmental Protection shall prepare and submit a final report, including its findings and recommendations, to the Governor, to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), and to the chairpersons and members of the Assembly Environment and Solid Waste Committee and the Senate Environment Committee, or their successor committees.  Copies of the report shall also be provided to the public upon request and free of charge, and the report shall be posted on the Internet website of the Department of Environmental Protection.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would require the Department of Environmental Protection (DEP) to conduct an environmental impact study concerning single-use paper bags and plastic bags.
