An Act concerning the adoption of policies and rules by a board of education and supplementing chapter 10 of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. A board of education shall not adopt a policy or a rule in accordance with the board's authority under subsection c. of N.J.S.18A:11-1 or amend or repeal a rule or policy unless the rule or policy has had a minimum of two readings at a public meeting of the board prior to adoption, amendment or repeal. The first and second readings shall occur at separate board meetings held pursuant to N.J.S.18A:10-6, and at least 24 hours shall have elapsed between the readings.
2. This act shall take effect immediately.
STATEMENT
This bill prohibits a board of education from adopting, amending or repealing a policy or rule unless that policy or rule has had a minimum of two readings at a public meeting of the board. The bill also requires (a) that the first and second readings occur at separate board meetings and (b) that at least 24 hours pass between the readings.
