STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty
AN ACT establishing a commission to study issues relating to corrections officers.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subdivision; Commission to Study Issues Relating to Corrections Officers. Amend RSA 622 by inserting after section 58-a the following new subdivision:
Commission to Study Issues Relating to Corrections Officers
622:58-b Commission to Study Issues Relating to Corrections Officers.
I. There is hereby established a commission to study issues relating to corrections officers. The members of the commission shall be as follows:
(a) One member of the senate, appointed by the president of the senate.
(b) Two members of the house of representatives, appointed by the speaker of the house of representatives.
(c) The commissioner of the department of corrections, or designee.
(d) The commissioner of the department of administrative services, or designee.
(e) Two corrections officers, appointed by the Teamsters Local 633.
(f) Two corrections officers, appointed by the SEA/SEIU, local 1984.
II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.
III. The commission shall study:
(a) The shortage of corrections officers.
(b) Assaults on corrections officers.
(c) Mandatory overtime scheduling of corrections officers.
(d) Current and near retirements of corrections officers.
(e) The need for increased funding to ensure proper staffing at state correctional facilities.
(f) The status of peer support services available to corrections officers and whether additional services are needed.
(g) Mental health issues experienced by corrections officers.
IV. The commission may study any other issue deemed relevant by the commission and may solicit the advice or testimony of any individual or organization with information or expertise deemed relevant by the commission.
V. The members of the study commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the senate member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Five members of the commission shall constitute a quorum.
VI. The commission shall submit an interim report of its findings and any recommendations for proposed legislation no later than November 1, 2020, and a final report no later than November 1, 2021, to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library.
2 Repeal. RSA 622:58-b, relative to a commission to study issues relating to corrections officers, is repealed.
I. Section 2 of this act shall take effect November 1, 2021.
II. The remainder of this act shall take effect upon its passage.
