STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Two

 

AN ACT directing the department of health and human services to make adjustments to the facility fee reimbursement schedule for freestanding birthing centers.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Findings.  The general court recognizes the critical services and choices provided to families, newborns, and the health care community by freestanding birthing centers in New Hampshire.

2  Department of Health and Human Services; Facility Fee for Birthing Centers. The commissioner of the department of health and human services shall adopt by rule under RSA 541-A an amendment to the Medicaid facility fee reimbursement rate for freestanding birthing centers, as defined in RSA 151:2, to ensure that the rate is comparable to that for hospitals.  

3  Effective Date. This act shall take effect upon its passage.

METHODOLOGY:

This bill requires the Department of Health and Human Services to revise the Medicaid facility fee reimbursement rate for freestanding birthing centers to a rate comparable to that of hospitals.  The Department states that currently, the reimbursement rate for freestanding birthing centers is $637.78, which would be increased to $921 to achieve comparability to hospital birthing centers.  Assuming 50 births per year, the Department anticipates additional expenditures of $14,161 per year, of which 34 percent ($4,815) will be state general funds and 66 percent ($9,346) will be federal matching funds.
