STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to annual training days for retired law enforcement officers.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  The State Police; Training Facilities and Requirements.  Amend RSA 106-B:6 to read as follows:

106-B:6 Training Facilities and Requirements.

I.  The director shall, with the approval of the commissioner of safety, under rules adopted pursuant to RSA 541-A, arrange for the training of department employees and the availability of such training facilities as may be developed to any local governmental unit within the state.

II.  The director shall, with the approval of the commissioner of safety, under rules adopted pursuant to RSA 541-A, establish a program that provides annual training days for retired law enforcement officers, regardless of which state the retired law enforcement officer was previously qualified, to be firearms certified under the federal Law Enforcement Safety Act, 18 U.S.C. section 926C.  The director shall cause notice of the training days to be posted on the division's website and at the police training facility.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill requires the Department of Safety to establish a program that provides annual training days for retired law enforcement officers, to be firearms certified under the Federal Law Enforcement Safety Act, 18 U.S.C. Section 926C, regardless of which state the retired officer was previously qualified from. The Department states it is unable to provide an estimate for this bill’s impact on state expenditures in FY 2025 and each year thereafter, but has provided the following information:

 

  • According to NH Retirement System, there are 4,644 Police Retirees as of June 30, 2022. That is not including the amount of police officers that reside in NH that have retired from another State.

 

  • This type of training is already being provided by NH State Police currently, only available to retired NH State Police division members.

 

  • The current training is offered over four (4) separate dates throughout the calendar year. Approximately 120 retired NH State Police members attend each year.

 

  • Training is currently facilitated at the NH State Police firearms range located on Route 132 in New Hampton, NH. The same range that is utilized by State Police to conduct other Division required in-service, annual, new hires and specialty unit trainings throughout the year.

 

  • The NH State Police firearms range and classroom at the facility is limited in size and space to accommodate large groups. Upgrading and expanding the current facility would need to be considered.

 

  • Training is developed and administered by the training staff of the NH State Police Recruitment & Training unit, which is the same staff who coordinates all the Division required in-service, annual, new hires and specialty unit trainings.

 

  • Added costs should be considered for increased needs for paper targets, backers and other range related items, certification cards and records management maintenance, and additional staff members to conduct the training.
