This bill makes appropriations to the department of transportation for the maintenance and repair of welcome centers in the towns of Colebrook and Littleton, the construction of a welcome center in the town of Gorham, and the demolition of a welcome center in the town of Shelburne.
This bill makes appropriations to the department of resources and economic development for the operation and maintenance of welcome centers in the towns of Colebrook, Littleton, and Gorham and for the costs of forming a partnership with the state and an existing visitor center on I-93 between the towns of Campton and Franconia to operate a year-round welcome center.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seventeen
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Appropriation; Department of Transportation; State Welcome Center in Colebrook. The sum of $138,000 is hereby appropriated to the department of transportation for the biennium ending June 30, 2019. The appropriation is for the costs of maintenance, repair, and Americans with Disabilities Act compliance at the welcome center in the town of Colebrook. This appropriation shall be nonlapsing and in addition to any other appropriation for the department of transportation. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
2 Appropriation; Department of Resources and Economic Development; State Welcome Center in Colebrook. The sum of $57,000 is hereby appropriated to the department of resources and economic development for the fiscal year ending June 30, 2018 and the sum of $57,000 is herby appropriated for the fiscal year ending June 30, 2019. These appropriations are for the costs of operating the welcome center in the town of Colebrook for 12 hours daily, year-round. These appropriations shall be in addition to any other appropriation for the department of resources and economic development. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
3 Appropriation; Department of Transportation; State Welcome Center in Littleton. The sum of $227,000 is hereby appropriated to the department of transportation for the biennium ending June 30, 2019 for the costs of maintenance, repair, and Americans with Disabilities Act compliance at the welcome center in the town of Littleton. This appropriation shall be nonlapsing and in addition to any other appropriation for the department of transportation. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

The sum of $59,000 is hereby appropriated to the department of resources and economic development for the fiscal year ending June 30, 2018 and the sum of $59,000 is appropriated for the fiscal year ending June 30, 2019 for the costs of operating the welcome center in the town of Littleton for 12 hours daily, year-round. These appropriations shall be in addition to any other appropriation for the department of resources and economic development. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
5 Appropriation; Department of Transportation; State Welcome Center in Shelburne. The sum of $20,000 is hereby appropriated to the department of transportation for the biennium ending June 30, 2019 for the costs of the demolition of the existing buildings at the closed Shelburne welcome center and creation and maintenance of an informal parking area on the site of the existing welcome center. This appropriation shall be nonlapsing and in addition to any other appropriation for the department of transportation. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
6 Appropriation; Department of Transportation; State Welcome Center in Gorham. The sum of $1,000,000 is hereby appropriated to the department of transportation for the biennium ending June 30, 2019 for the costs of constructing a welcome center along Route 2 in the town of Gorham. This appropriation shall be nonlapsing and in addition to any other appropriation for the department of transportation. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
7 Appropriation; Department of Resources and Economic Development; State Welcome Center in Gorham. The sum of $50,000 is hereby appropriated for the fiscal year ending June 30, 2019 for the costs of operating the welcome center in the town of Gorham for 12 hours daily, year-round. This appropriation shall be in addition to any other appropriation for the department of resources and economic development. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
8 Appropriation; Department of Resources and Economic Development; Visitor/Information Center Located along I-93 between Campton and Franconia. The sum of $100,000 is hereby appropriated to the department of resources and economic development for the biennium ending June 30, 2019 for the costs of forming a partnership between the state and an existing visitor/information center, chamber of commerce or private commercial business located along I-93 between Campton and Franconia in order to operate a welcome center for 12 hours daily, year-round. This appropriation shall be nonlapsing and in addition to any other appropriation for the department of resources and economic development. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
9 Effective Date. This act shall take effect July 1, 2017.

METHODOLOGY:
This bill makes general fund appropriations to the Department of Transportation (DOT) and Department of Resources and Economic Development (DRED) for the costs of operations, maintenance, and repair of welcome centers and rest areas in Coos County. This bill appropriates a total of $1,767,000 of general funds during the FY 2018-2019 biennium; $1,385,000 to DOT and $382,000 to DRED. DRED estimates the cost to operate the Colebrook, Littleton, and Gorham welcome centers will increase by approximately 4 percent each year. DRED cannot determine the costs associated with opening a new welcome center on I-93 and the costs to operate it 12 hours per day year-round.

DOT states the $1,000,000 appropriation to construct the welcome center in Gorham is approximately $433,000 less than the full estimated cost of construction. DOT states it would costs $1,333,000 to build the 2,800 square foot facility and approximately $100,000 to purchase the land.
