STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Five
Whereas, nuclear energy is a reliable and efficient source of energy that provides significant benefits to New Hampshire and the United States, including enhanced energy security, diversification of energy sources, and carbon-free energy generation; and
Whereas, nuclear energy contributes to the state's energy independence, strengthening both state and national security by reducing reliance on foreign energy sources and volatile global energy markets; and
Whereas, advanced nuclear technologies, including small modular reactors ("SMRs") and next-generation reactors, offer the potential to improve safety, flexibility, and efficiency in generating clean, carbon-free energy; and
Whereas, advanced nuclear projects provide opportunities for economic growth, job creation, and innovation within New Hampshire and across the United States, while also offering a more resilient and sustainable energy infrastructure; and
Whereas, nuclear energy currently supplies nearly 60 percent of New Hampshire's in-state electricity generation, making it a crucial component of the state's energy portfolio and ensuring consistent, reliable, and carbon-free energy availability for municipalities, manufacturing industries, health care facilities, businesses, and residents; and
Whereas, global competition in the development and control of advanced nuclear technologies is intensifying, with nations such as Russia and China making significant investments to lead in this sector, thereby influencing global energy supply chains and geopolitical influence; and
Whereas, it is in the interest of the United States to maintain leadership in advanced nuclear technology, ensuring that critical energy resources and technological capabilities remain within the nation's control, thus supporting global security and economic stability; and
Whereas, developing and deploying advanced nuclear energy technologies requires a highly skilled and specialized workforce, and investment in workforce development programs is essential to ensure that New Hampshire and the United States have the talent and expertise needed to remain competitive in this field; and
Whereas, the timely review and approval of licenses by the Nuclear Regulatory Commission (NRC) is critical to facilitating the deployment of advanced nuclear reactors in New Hampshire and across the United States, ensuring the nation's ability to lead in this critical technological area; now, therefore, be it
Resolved by the House of Representatives, the Senate concurring:
That advanced nuclear energy is hereby declared to be in the best interest of the state of New Hampshire and the United States, supporting energy independence, economic growth, carbon-free energy generation, and technological leadership; and
That the New Hampshire general court urges the Nuclear Regulatory Commission to prioritize and expedite the review and approval process for advanced nuclear projects to ensure that the United States remains a global leader in nuclear technology, thereby safeguarding the nation's energy independence, security, and competitive advantage in the global marketplace; and
That the New Hampshire general court encourages the development of educational and workforce training programs to build the highly skilled workforce necessary for advancing nuclear energy technologies and maintaining the state's leadership in this critical industry; and
That copies of this resolution be forwarded by the house clerk to the President of the United States, the Secretary of Energy, the President of the United States Senate, the Speaker of the United States House of Representatives, each member of the New Hampshire congressional delegation, the Chair of the Nuclear Regulatory Commission, the Chair of the United States Senate's Committee on Energy and Natural Resources, the Chair of the United States House of Representative's Committee on Energy and Commerce, the Chair of the United States Senate's Committee on Environment and Public Works, the governor of New Hampshire, the commissioners of the New Hampshire public utilities commission, the commissioner of the New Hampshire department of energy, the commissioner of the New Hampshire department of environmental services, the commissioner of the New Hampshire department of business and economic affairs, the director of workforce development at the New Hampshire department of business and economic affairs, and the New Hampshire state librarian.
