STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Five
AN ACT repealing the multi-use energy data platform.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Repeal. The following are repealed:
I. RSA 378:50, relative to definitions of the multi-use energy data platform.
II. RSA 378:51, relative to the establishment of the online energy data platform.
III. RSA 378:52, relative to platform requirements of the multi-use energy data platform.
IV. RSA 378:53, relative to certification of the multi-use energy data platform.
V. RSA 378:54, relative to cost recovery of the multi-use energy data platform.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill repeals the requirement for electric and natural gas utilities to establish and jointly operate a statewide, multi-use online energy data platform. The repeal eliminates the obligation for utilities to invest in the development and ongoing operation of the platform.
The Department of Energy states the exact cost of establishing the platform would not be known until an RFP was issued, however preliminary estimates suggest initial utility operational costs between $4.6 million and $7 million, with annual ongoing costs ranging from $272,800 to $416,400. These costs would likely have been passed on to ratepayers, including state and municipal entities, through utility rates. In the event the multi-use online energy data platform was operational, this repeal would result in an indeterminable decrease in state, counties and local governments expenditures.
