STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT establishing a committee to study the installation of rumble strips on state roads and highways.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Committee Established.  There is established a committee to study the installation of rumble strips on state roads and highways.

2  Membership and Compensation.

I.  The members of the committee shall be as follows:

(a)  Four members of the house of representatives, appointed by the speaker of the house of representatives.

(b)  One member of the senate, appointed by the president of the senate.

II.  Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

3  Duties.  The committee shall study the installation of rumble strips on state roads and highways.  The committee shall:

I.  Consider the advantages and disadvantages of rumble strips, including their effectiveness as a safety measure, cost, decibel levels, and effect on property values.

II.  Consider the potential expanded use of sinusoidal rumble strips, commonly called mumble strips.

III.  Examine current criteria for the location and placement of rumble strips and mumble strips, and whether there is adequate opportunity for public input.

IV.  Review state rules, policies, and procedures governing the installation of rumble strips and mumble strips, and determine whether modification or clarification is appropriate.

V.  Solicit information and testimony from the department of transportation and any other individual or entity the committee deems relevant to its study.

4  Chairperson; Quorum.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named house member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Four members of the committee shall constitute a quorum.

5  Report.  The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2019.

6  Effective Date.  This act shall take effect upon its passage.

METHODOLOGY:

This bill requires the Department of Transportation move from installing conventional rumble strips to sinusoidal type rumble strips (sometimes referred to as “mumble strips”).  Currently, the Department installs conventional rumble strips at $1,670 per mile, and estimates “mumble strips” would cost $3,168 per mile, a difference of $1,478 per mile.  To complete the current installation level of 300 miles per year, this bill would result in an additional cost of $443,400 per year (300 miles X $1,478).  As this bill provides no additional funding, to comply the Department would either utilize additional highway safety improvement program funds (the current source of funds for rumble strips), at the expense of other projects/uses, or seek to transfer funds from elsewhere in its budget, if any, but also at the expense of other projects/uses.
