The Office of Legislative Budget Assistant is unable to provide a complete fiscal note for this bill, as introduced, as it is awaiting information from the Department of Education. The Department was originally contacted on 10/09/24 for a fiscal note worksheet. When completed, a revised fiscal note will be forwarded to the House Clerk's Office.

METHODOLOGY:

This bill requires the Department of Education to seek participation in the Medicaid direct certification methodology for school meals program for free and reduced-price meals for students in public kindergarten, elementary, and secondary schools. It is expected if the state were to enter this program, there would be a significant impact on state aid to local school districts.

The Department of Health and Human Services states it anticipates that this bill may require system and process changes to New HEIGHTS, its eligibility maintenance system. The Department estimates this would be an estimated one-time general fund cost of $25,000 in FY 2026.
