AN ACT relative to school building aid grants and making an appropriation therefor.

ANALYSIS

 

This bill increases the amount of school building aid grants that may be approved by the department of education per fiscal year.  The bill also makes appropriations of $100 million in fiscal years 2024 and 2025 for approved school building aid projects.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Three

 

AN ACT relative to school building aid grants and making an appropriation therefor.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Grant for School Construction.  Amend RSA 198:15-a, IV to read as follows:

IV. Beginning July 1, [2013] 2025, and every fiscal year thereafter, school building aid grants for construction or renovation projects approved by the department of education shall not [exceed] be less than $50,000,000 per fiscal year less any debt service payments owed in the fiscal year, unless otherwise provided by an act of the general court. School building aid grants shall be funded from appropriations in the state operating budget and no state bonds shall be authorized or issued for the purpose of funding such school building aid grants.

2  Appropriation; Department of Education; School Building Aid Grants.  For fiscal years, 2024 and 2025, the sum of $100,000,000 per fiscal year is appropriated to the department of education for funding school building aid grants made pursuant to RSA 198:15-a through RSA 198:15-w.  The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3  Effective Date.

I.  Section 1 of this act shall take effect July 1, 2025.

II.  The remainder of this act shall take effect upon its passage.

METHODOLOGY:

This bill appropriates $100,000,000 of general funds in each FY 2024 and FY 2025 to the Department of Education for the purpose of providing school building aid, and further requires not less than $50,000,000 in school building aid be provided per year, beginning in FY 2026. It is assumed the intention of this bill is to have the appropriation of $100,000,000 per year in FY 2024 and FY 2025 override the cap in RSA 195:15-a, IV, for those two years (as it would be the last law passed), and therefore this bill would increase state costs and local revenues by the following (rounded):
