STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT appropriating funds to the department of environmental services for the purpose of funding eligible and completed drinking water, wastewater, and landfill closure projects under the state aid grant program.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 State Aid Grant Program; Appropriation to Department of Environmental Services.
I. The sum of $9,017,024, for the fiscal year ending June 30, 2016 is hereby appropriated to the department of environmental services for the purpose of funding state aid grant programs under RSA 486, RSA 486-A, and RSA 149-M:43 as follows: $7,321,316 for wastewater SAG 03-44-44-442010-1003-073-500580; $792,116 for landfill SAG 03-44-44-444010-5402-073-500580; and $903,592 for water filtration (drinking water) SAG 03-44-44-442010-1426-073-500580. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
II. The sum of $7,641,311, for the fiscal year ending June 30, 2017 is hereby appropriated to the department of environmental services for the purpose of funding state aid grant programs under RSA 486, RSA 486-A, and RSA 149-M:43 as follows: $6,093,316 for wastewater SAG 03-44-44-442010-1003-073-500580; $776,245 for landfill SAG 03-44-44-444010-5402-073-500580; and $771,750 for water filtration (drinking water) SAG 03-44-44-442010-1426-073-500580. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect July 1, 2015.

HB 376-FN-A - FISCAL NOTE
AN ACT appropriating funds to the department of environmental services for the purpose of funding eligible and completed drinking water, wastewater, and landfill closure projects under the state aid grant program.
FISCAL IMPACT:
The Department of Environmental Services states this bill, as introduced, will increase state expenditures and local revenue by $9,017,024 in FY 2016 and $7,641,311 in FY 2017. There will be no fiscal impact on state and county revenues, or county and local expenditures.
This bill appropriates $9,017,024 in FY 2016 and $7,641,311 in FY 2017 in state general funds to the Department of Environmental Services for the purposes of this act.
METHODOLOGY:
The Department of Environmental Services states this bill appropriates funds to the Department for the purpose of distributing state aid grants to localities to help offset the costs of eligible projects. The Department states the grants are 100 percent pass through programs, meaning all funds allocated to the Department will be distributed amongst localities. The following table details the appropriated general fund amounts and specific purposes for which the moneys may be used:
