STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACT relative to exempting veterans from certification fees for therapeutic cannabis.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Therapeutic Cannabis Registry; Waiver of Application or Renewal Fees for Veterans.  Amend RSA 126-X:4, I(b) to read as follows:

(b)  An application or a renewal application accompanied by the application or renewal fee.  A renewal application and fee shall not be required if the applicant receives an extension to the written certification previously issued for fewer than 3 years. A veteran of the United States armed forces shall be exempt from the application or renewal fee upon verification of the individual's status as a veteran in accordance with RSA 21:50, I(b).

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill exempts veterans of the U.S. armed forces from patient application and renewal fees for the therapeutic cannabis program.  Assuming 1,500 veteran patients (10 percent of the approximately 15,000 registered patients overall) and a $50 identification card that is valid for three years, the Department of Health and Human Services expects the bill will decrease application fee revenue by approximately $75,000 over each three-year period.  Under the statutorily mandated self-funding structure of the Therapeutic Cannabis Program in RSA 126-X, this will in turn result in higher annual registration fees for Alternative Treatment Centers.  The net fiscal impact will be $0.
