STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
AN ACT relative to decal plates for the New Hampshire Council on the Arts.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Multi-Use Decal Plates; New Hampshire Council on the Arts. Amend RSA 261-B by inserting after section 3-c the following new section:
261-B:3-d Authorized Organization; New Hampshire Council on the Arts. The New Hampshire council on the arts is authorized to issue decals under this chapter.
2 New Section; Hashtag License Plates. Amend RSA 261-B by inserting after section 9 the following new section:
261-B:9 Hashtag License Plates. Notwithstanding the provisions of this chapter, or any other law to the contrary, any business may apply to the department of safety for a plate containing a hashtag to promote their business. Any proceeds received by the department of safety shall be transferred as follows: 50 percent to the New Hampshire Council on the Arts and 50 percent to the bureau of foster care and adoption services of the division for children, youth, and families.
3 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill would authorize the New Hampshire Council on the Arts to issue decals for the decal plate and proposes a hashtag license plate, which would contain the hashtag (#) symbol and split the proceeds between the New Hampshire Council on the Arts and Division of Children, Youth, and Families Bureau of Foster Care and Adoption Services equally.
The Department of Safety states that to the extent individuals choose to receive a hashtag plate authorized by this bill, state highway and plate fund revenue would be negatively impacted as this bill requires all proceeds from hashtag plates shall be split between the two entities. There is no estimate as to how many individuals would choose this new plate option, therefore this bill’s impact on state revenue is indeterminable. Also, pursuant to RSA 235:23 (“Apportionment A”), 12 percent of road toll and motor vehicle fees collected are distributed to municipalities, therefore, under this bill state expenditures and local revenue would decrease by an indeterminable amount beginning FY 2024.
The Department of Safety states this bill would require reprogramming and testing of the DMV MAAP and VISION systems to include this new plate type. The Department estimates this would include 1,600 hours of effort at $175/hour for a total estimated one-time cost of $280,000 (assumed to be incurred in FY 2022). Additional expense would be incurred to purchase new hashtag symbol punches as this is not currently an available option for plate requests. Lastly, vendor software used by municipalities would need to be reprogrammed and tested to reflect the new plate type. The expense may be passed on to local communities by the vendor, which may increase local expenditures.
