HOUSE BILL 1205-FN
AN ACT relative to reconstruction or rehabilitation of the Vilas Bridge between Walpole, New Hampshire and Bellows Falls, Vermont.

This bill:
I. Adds the reconstruction or rehabilitation of the Vilas bridge between Walpole, New Hampshire and Bellows Falls, Vermont to the state 10-year transportation improvement plan.
II. Requires New Hampshire to pay 50 percent of the cost of such reconstruction or rehabilitation if the state of Vermont, any political subdivision of the state of Vermont, or any private source agrees to pay 50 percent.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fourteen
AN ACT relative to reconstruction or rehabilitation of the Vilas Bridge between Walpole, New Hampshire and Bellows Falls, Vermont.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Transportation; Town of Walpole; Vilas Bridge Reconstruction.
I. The department of transportation shall add the reconstruction or rehabilitation of the Vilas bridge over the Connecticut river between Walpole, New Hampshire and Bellows Falls, Vermont to the state’s 10-year transportation improvement plan as outlined in RSA 240.
II. New Hampshire shall pay 50 percent of the cost of the reconstruction or rehabilitation of the bridge under paragraph I provided the state of Vermont, any political subdivision of the state of Vermont, any private source, or any combination thereof, agrees to pay 50 percent of such cost.
2 Effective Date. This act shall take effect 60 days after its passage.

HB 1205-FN - FISCAL NOTE
AN ACT relative to reconstruction or rehabilitation of the Vilas Bridge between Walpole, New Hampshire and Bellows Falls, Vermont.
FISCAL IMPACT:
The Department of Transportation states this bill, as introduced, will decrease state highway fund expenditures by $2,150,000 in FY 2017. There will be no impact on state revenues, or county and local revenues and expenditures.
METHODOLOGY:
The Department of Transportation states this bill requires the state of New Hampshire to pay 50% of the cost to rehabilitate or reconstruct the Vilas Bridge between Walpole, New Hampshire and Bellows Falls, Vermont, if the state of Vermont agrees to pay 50%. The current cost split for this location would be 93% for the state of New Hampshire and 7% for the State of Vermont. The Department estimates the total cost of the project to be $5,000,000 and it would be constructed in 2017. The Department states the cost sharing required under this bill would result in a decrease of state highway expenditures of $2,150,000 in FY 2017.
