A BILL TO BE ENTITLED

AN ACT to authorize the joint Legislative elections oversight committee to study amending the definition of "political party" and the nomination process, amending the requirements for unaffiliated and write‑in candidates, allowing for nomination by convention by smaller parties, and providing that smaller parties electing to have primaries will have the results determined by plurality.

The General Assembly of North Carolina enacts:

SECTION 1.(a)  The Joint Legislative Elections Oversight Committee shall study the topics listed in this section and report its findings, together with any recommended legislation, to the 2014 Regular Session of the 2013 General Assembly upon its convening.

SECTION 1.(b)  Voter Freedom Act of 2013 (H.B. 794 – Saine) – The Committee may study amending the definition of "political party" and the nomination process, amending the requirements for unaffiliated and write‑in candidates, allowing for nomination by convention by smaller parties, and providing that smaller parties electing to have primaries will have the results determined by plurality.

SECTION 2.  This act is effective when it becomes law.
