A BILL TO BE ENTITLED
AN ACT to authorize the joint legislative elections oversight committee to study whether to require the use of paper ballots in all elections in north carolina and to prohibit the state board of elections or any county from purchasing a voting system that does not produce a paper ballot until AUGUST 15, 2014.
The General Assembly of North Carolina enacts:
SECTION 1.(a) The Joint Legislative Elections Oversight Committee shall study the topics listed in this act and shall report its findings, together with any recommended legislation, to the 2014 Regular Session of the 2013 General Assembly upon its convening.
SECTION 1.(b) Require Use of Paper Ballots (H.B. 607 � Jones). � The Committee may study requiring the use of paper ballots in all elections in North Carolina.
SECTION 2. No voting system that does not produce a paper ballot may be purchased by the State Board of Elections or any county until August 15, 2014. The State Board of Elections may establish a program to provide for the exchange of machines between counties and the exchange or purchase of parts by and between counties.
SECTION 3. This act is effective when it becomes law.
