A BILL TO BE ENTITLED

AN ACT providing for voluntary flexible work schedules for state employees during the 2011‑2013 fiscal biennium.

The General Assembly of North Carolina enacts:

SECTION 1.(a)  For the fiscal biennium ending June 30, 2013, all State agencies, departments, and institutions may authorize voluntary flexible work schedules for permanent State employees (whether or not subject to the State Personnel Act), including but not limited to, thirty‑hour workweeks. The budgeted salary for an employee who opts to work a flexible schedule shall not change, but the employee's pay shall be reduced pro rata based on the number of hours worked by the employee. The salary savings realized due to the reduced hours shall revert to the funding source of the salary and cannot be used for any purpose.

SECTION 1.(b)  The State Personnel Commission may provide technical assistance to State departments, agencies, and institutions in the development and implementation of voluntary flexible work schedules established pursuant to this section.

SECTION 2.  This act is effective when it becomes law.
