A BILL TO BE ENTITLED

AN ACT to study public access and security issues in the legislative building and legislative office building.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Ethics Committee shall study public access to all areas of the Legislative Building and Legislative Office Building, taking into consideration the need for security and safety of elected officials and employees. In particular, the Committee shall study whether a need exists to restrict access by members of the public to certain areas of either building. The Committee shall consult with the General Assembly Special Police with respect to safety and security concerns.

SECTION 2.  The Committee shall report its findings and recommendations to the 2013 Regular Session of the General Assembly on or before March 1, 2013.

SECTION 3.  There is appropriated to the General Assembly the sum of fifty thousand dollars ($50,000) for the 2012‑2013 fiscal year to support the costs of the study.

SECTION 4.  This act is effective when it becomes law.
