A RESOLUTION COMMENDING JESSE O. SMITH, JR., UPON HIS RETIREMENT AS HUMAN RESOURCES DIRECTOR FROM THE MISSISSIPPI DEPARTMENT OF CORRECTIONS.

     WHEREAS, Jesse Smith, Jr., has announced his retirement as Human Resources Director for the Mississippi Department of Corrections after 28 years of professional dedicated service; and

     WHEREAS, in 1972, Jesse O. Smith, Jr., a native of Starkville, Mississippi, attained his bachelors degree from Grambling State University in Business Management and in 1982 received a Master of Public Policy Administration from Mississippi State University.  In August 1982, Jesse was accepted by the Mississippi State University Graduate Program to complete an internship in the Personnel Department of the Mississippi Department of Corrections under the supervision of Personnel Director Hardy James; and

     WHEREAS, on March 11, 1983, Jesse O. Smith, Jr., began his career in corrections at the Mississippi State Penitentiary, Offender Services Division, as a Correctional Case Manager and received a promotion in August 1983 to the Personnel Department as a Personnel Officer II, which began his work history in personnel administration; and

     WHEREAS, due to Jesse's knowledge, work ethic, dedication and belief that people are the most important resource a business possesses, he soon advanced his career to include the following positions:  Personnel Officer III; Personnel Officer IV; Correctional Planner; Personnel Director, Moderate Agency; Personnel Officer V; Division Director I; Division Director II; and Office Director II; and

     WHEREAS, Jesse maintains membership in the following professional organizations:  American Correctional Association; Southern States Correctional Association; Mississippi Association of Personnel Administration; Mississippi Association of Professionals in Corrections; and serves as Chairperson for the Employee Relief Fund at the Mississippi Department of Corrections; and

     WHEREAS, Jesse is an active and well-respected member of his church, Central United Methodist Church, Jackson, Mississippi, and a member of the Omega Psi Phi Fraternity and a fine example of leadership in the community.  Jesse's community activities include the following:  President of the United Methodist Men, Chairman of the Stewardship Committee, member of the Finance Committee, member of the Usher Board, member of the Nurture Outreach Committee, serves as Liturgist every 5th Sunday, served two years as President of the Carriage Hills Homeowner Association, serves on Keep Jackson Beautiful Committee, plays in the Adult Tennis League and is a member of the Monday Evening Club; and

     WHEREAS, Jesse is married to Cheryl C. Smith and has one daughter, Dequandra Smith Muhammad, and five grandchildren; and

     WHEREAS, it is with great pride that we recognize this respected public servant for his service to his profession and to his state:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Mr. Jesse O. Smith, Jr., for his 28 years of service to the people of the Mississippi Department of Corrections and wish him continued success in all his future endeavors.

     BE IT FURTHER RESOLVED, That this resolution be furnished to Mr. Jesse O. Smith, Jr., to share with his family, Commissioner Christopher B. Epps of the Mississippi Department of Corrections, and to the Capitol Press Corps.
