A RESOLUTION WELCOMING NASA ASTRONAUT DOUGLAS H. WHEELOCK, RETIRED COLONEL OF THE UNITED STATES ARMY, TO THE STATE OF MISSISSIPPI ON THE OCCASION OF THE PARTNERS FOR STENNIS SPACE CENTER CAPITOL DAY.

     WHEREAS, on February 20, 2020, the Partners for Stennis will present the Stennis Space Center Capitol Day event in honor of NASA Astronaut Douglas H. Wheelock; and

     WHEREAS, Partners for Stennis is a volunteer group that advocates for space, earth and ocean exploration.  Its members are from regional Chambers of Commerce, economic development foundations, businesses, educational institutions, local governments, community groups and individual citizens who desire to encourage development of the NASA Stennis Space Center, a unique federal and commercial city that is home to more than 30 federal, state, academic and private organizations and numerous technology-based companies.  For more than four decades, the John C. Stennis Space Center has served as America's largest rocket test complex.  Located in Hancock County, Mississippi, on the Louisiana border, the workforce of 4,500 civil servants, contractors, scientists and engineers provide a significant source of employment and income in the two-state region; and

     WHEREAS, Douglas H. Wheelock was selected by NASA in 1998.  The retired Colonel has accumulated more than 178 days in space.  Wheelock flew on STS-120 in 2007, and in 2010, he served as a Flight Engineer for Expedition 24 and Commander for Expedition 25.  During this mission, Wheelock conducted three unplanned spacewalks to replace a faulty ammonia pump module.  The New York native holds a Bachelor of Science in Applied Science and Engineering from the United States Military Academy in West Point, New York, and a Master of Science in Aerospace Engineering from Georgia Tech in Atlanta, Georgia; and

     WHEREAS, Colonel Wheelock has received several group achievement and performance awards:  The Defense Superior Service Medal; Legion of Merit Medal; Defense Meritorious Service Medal; Meritorious Service Medal (First Oak Leaf Cluster); Air Medal; Army Commendation Medal; Army Achievement Medal (First Oak Leaf Cluster); NASA Distinguished Service Medal; NASA Space Flight Medal (second award); Army Good Conduct Medal; National Defense Service Medal (First Bronze Star); Afghanistan Campaign Medal (two Campaign Stars); Global War on Terrorism Expeditionary Medal; Global War on Terrorism Service Medal; Korea Defense Service Medal; NATO Medal (second award); Army Service Ribbon; Overseas Service Ribbon; Airborne Wings; Air Assault Wings; Master Army Astronaut Wings; Air Force Space and Missile Badge; Air Force Master Space Badge; Russian Medal of Merit for Space Exploration (2012); Doctor of Science (honoris causa), Oklahoma Christian University (2012); American Red Cross Hero in Space Award (2010); Fédération Aéronautique Internationale; Yuri Gagarin Gold Medal Award (2010); American Astronautical Society Flight Achievement Award (2008); NASA Superior Accomplishment Award (2002, 2004, 2005 and 2008); Order of St. Michael (Bronze Award) from the Army Aviation Association of America (2007); NASA Group Achievement Awards: Russian Liaison Support Team (2001) and Global Positioning System (1997); Gamble Award for Excellence in Experimental Flight Testing (1995); Team Leader of the Georgia Tech Aerial Robotics Design Team (1992); Veterans of Foreign Wars Outstanding Spokesman for Freedom (1990); United States Jaycees Ten Outstanding Young Men of America (1989); 25th Infantry Division Flight Safety Award (1986 and 1989); Distinguished Graduate of the United States Army Flight Training Course (1984); Member of the Society of Experimental Test Pilots; the Society of American Military Engineers; the Association of the United States Army; the Army Aviation Association of America; the West Point Association of Graduates and the Georgia Tech Academy of Distinguished Engineering Alumni (2007); and

     WHEREAS, it is with great pride that we recognize NASA Astronaut Colonel Douglas H. Wheelock and the contributions of the Stennis Space Center to the economy of the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, That we do hereby welcome NASA Astronaut Douglas H. Wheelock, (Retired Colonel United States Army) to the State of Mississippi on the occasion of the Partners for Stennis Space Center Capitol Day on February 20, 2020, and extend our best wishes to Colonel Wheelock and the administration and employees of the Stennis Space Center on this auspicious occasion.

     BE IT FURTHER RESOLVED, That this resolution be presented to Colonel Douglas H. Wheelock and the Executive Director of the Stennis Space Center, and made available to the Capitol Press Corps.
