A CONCURRENT RESOLUTION RECOGNIZING AND COMMENDING DR. JOHN D. CALHOUN AS THE "2011 MISSISSIPPI SMALL BUSINESS PERSON OF THE YEAR" BY THE U.S. SMALL BUSINESS ADMINISTRATION.

     WHEREAS, John D. Calhoun, Ph.D., Cofounder and CEO of Integrated Management Services (IMS), was named "2011 Mississippi Small Business Person of the Year" by the U.S. Small Business Administration (SBA); and

     WHEREAS, each year since 1963, the President has issued a proclamation calling for the celebration of Small Business Week.  National Small Business Week recognizes outstanding small business owners for their personal successes and contributions to our nation.  As you know, more than half of Americans who work either own or work for a small business.  As an award winner, Calhoun is invited to attend the National Small Business Week Celebration to be held in Washington, D.C., May 18-20, 2011, at the Mandarin Oriental Hotel; and

     WHEREAS, IMS, now 15 years in the making, is a client-focused, full-service corporation providing engineering, emergency management, technical, program management and operations services.  IMS has three separate divisions:  IMS Engineers; IMS Federal Programs; and IMS Autrans, LLC (a tier one supplier for Nissan North America).  Delivering quality and timely services is their reputation; and

     WHEREAS, Dr. Calhoun has led the firm to the recipient of a number of awards.  IMS is headquartered in Jackson, Mississippi, and presently has offices in Canton, Mississippi; Greenville, Mississippi; Memphis, Tennessee; New Orleans, Louisiana; Baton Rouge, Louisiana; Shreveport, Louisiana; and Baltimore, Maryland.  IMS was awarded the 2008 Inner City 100 Award for the fastest-growing inner-city businesses in the United States for the fourth straight year.  IMS was named to the 2007 Inc. 5000, the first-ever lists of the 5,000 fastest-growing businesses in the country with a rank of 833rd and a three-year sales growth of 414.1%.  In 2006, IMS was named to the prestigious Inc. 500 list as one of America's fastest-growing companies for the fourth straight year.  IMS ranked 449th, with a three-year sales growth of 330.1%; and

     WHEREAS, in conjunction with his Chief Executive Officer duties, Calhoun serves as Assistant Professor of Entrepreneurship in the Department of Entrepreneurship in the College of Business at Jackson State University; and

     WHEREAS, "Hard work, innovative ideas and dedication to community have helped him succeed," said Karen G. Mills, Administrator for the U.S. Small Business Administration.  "The SBA is pleased to recognize Calhoun's achievements and role in driving our nation's economic growth."  Who better to teach the future business owners of tomorrow than the "Small Business Person of the Year" today:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize and commend Dr. John D. Calhoun as the "2011 Mississippi Small Business Person of the Year" by the U.S. Small Business Administration and extend our best wishes to him for future success.

     BE IT FURTHER RESOLVED, That this resolution be presented to Dr. Calhoun, forwarded to the President of Jackson State University, and made available to the Capitol Press Corps.
