A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING FRANCE PHILLIPS BEARD AS MISS MISSISSIPPI'S OUTSTANDING TEEN 2011.

     WHEREAS, France Phillips Beard, 18, of Madison, was crowned Miss Mississippi's Outstanding Teen 2011 on Saturday, June 4, 2011.  Twenty-five girls competed for the coveted title to represent Mississippi in the Miss America's Outstanding Teen Pageant which was held in Orlando, Florida, in August 2011.  While at the State Competition, France was honored to not only take home the Title of Miss Mississippi's Outstanding Teen but also the overall Talent and Physical Fitness Awards.  Along with her crown and title, France won a $5,000 savings bond and $300 in cash scholarships for her preliminary and overall awards; and

     WHEREAS, France won her preliminary as Miss Madison County to qualify for the Miss Mississippi's Outstanding Teen Pageant.  France won the overall Interview, Evening Gown and Physical Fitness Awards in the Miss Madison County's Outstanding Teen Pageant; and

     WHEREAS, France is the daughter of Clay and Ann Beard of Madison, Mississippi.  France is a Senior at St. Joseph Catholic School in Madison and will graduate in May of 2012.  She is an integral part of the St. Joseph Community, where she is a cheerleader, serving as co-captain of her squad, she is a Student Council leader, and a scholar with a 3.9 grade point average; and

     WHEREAS, France is an active member in her community, by participating and volunteering tirelessly at the Madison Animal Rescue Kennel (ARK) to promote her platform, Promoting Animals Worth Saving (PAWS), and volunteering with her St. Joseph community performing gospel service hours.  France has received national recognition for her community service work by being named a Teen in Action at the Miss America's Outstanding Teen Pageant and being chosen as a Youth Catalyst for the Ian Somerhaulder Foundation and having her campaign featured on its website; and

     WHEREAS, France is an active member of her parish, St. Francis of Assisi Catholic Church, where she is a Eucharistic Minister, and volunteers with Vacation Bible School and Children's Church, and at St. Anthony Catholic School; and

     WHEREAS, France is an enthusiastic artist; her study of dance with XPRESS DANCE COMPANY has given her a proud and valued understanding of artistic expression, and has taught her, along with her Catholic education, the value of self-discipline, respect and faith; and

     WHEREAS, it is with great pride we note the accomplishments of this talented young Mississippian who has brought honor to her community, her school, and her state:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend and congratulate France Phillips Beard of Madison, Mississippi, Miss Mississippi's Outstanding Teen 2011, for the contributions she has made as an unofficial ambassador for our state and extend to her our best wishes in her future endeavors.

     BE IT FURTHER RESOLVED, That this resolution be presented to France Phillips Beard and her family, and made available to the Capitol Press Corps.
