A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING MISSISSIPPI COURT OF APPEALS CHIEF JUDGE LESLIE D. KING OF GREENVILLE, MISSISSIPPI, UPON HIS APPOINTMENT AS ASSOCIATE JUSTICE OF THE MISSISSIPPI SUPREME COURT.

     WHEREAS, on February 23, 2011, Governor Barbour appointed Mississippi Court of Appeals Chief Judge Leslie D. King of Greenville, Mississippi, as an Associate Justice on the Mississippi Supreme Court.  Justice King will fill the unexpired term of newly confirmed Judge James E. Graves, Jr., to the United States Court of Appeals for the Fifth Circuit, which ends in January 2013; and

     WHEREAS, Justice King was the longest serving member of the Court of Appeals; and

     WHEREAS, Judge Leslie D. King is a native of Greenville, where he began practicing law in 1973.  He graduated from the University of Mississippi in 1970, and from the Texas Southern University School of Law in 1973; and

     WHEREAS, prior to his election to the Court of Appeals, Judge King served in the Mississippi House of Representatives continuously beginning in 1980.  During his tenure, he was named Vice Chairman of the Ways and Means Committee (1988-1991) and Vice Chairman of the Conservation and Water Resources Committee (since 1992).  Other committees on which Judge King served include:  Judiciary, Insurance, Environmental Protection Council, Housing Finance Oversight, and Universities and Colleges.  He was also Chairman of the Mississippi Black Legislative Caucus in 1988.  Judge King has been Youth Court Counselor for Washington County, Public Defender, Youth Court Prosecutor, and Municipal Court Judge for the Town of Metcalfe; and

     WHEREAS, Judge King is known as a mild-mannered Judge with a tireless work ethic.  Chief Justice Bill Waller, Jr., welcomed King to the court.  "His work ethic and extensive knowledge of the law will be a tremendous asset to the state's highest court," Waller said; and

     WHEREAS, Judge King and his wife, the former Patricia Smith of Greenville, have two daughters.  They attend the St. Matthew African Methodist Episcopal Church in Greenville; and

     WHEREAS, a renowned orator, Justice King frequently speaks at universities, schools, churches and conventions throughout the country.  Justice King has been recognized by numerous organizations for his steadfast adherence to the principle of equal justice for all and for his outstanding ability as a Judge, and it is with great pride that we acknowledge this qualified, impartial Judge who brings a diverse background of service to the bench and who has brought honor to The Mississippi Bar and to our state:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend and congratulate Mississippi Court of Appeals Chief Judge Leslie D. King of Greenville, Mississippi, upon his appointment as Associate Justice of the Mississippi Supreme Court on February 23, 2011, and extend our best wishes to him and his family on this auspicious occasion.

     BE IT FURTHER RESOLVED, That this resolution be presented to Justice King, forwarded to the Governor and to the Mississippi Supreme Court and made available to the Capitol Press Corps.
