Senate Concurrent Resolution 544

(As Adopted by Senate and House)

A CONCURRENT RESOLUTION TO COMMEND SENATOR BOB M. DEARING FOR HIS DISTINGUISHED SERVICE IN THE MISSISSIPPI SENATE.

     WHEREAS, Senator Bob M. Dearing has completed 32 years of leadership and dedicated service to the Mississippi Senate; and

     WHEREAS, Senator Bob Dearing is a man of integrity and hard work with a complete knowledge of Mississippi's state government, and there was an acknowledged respect of our esteemed colleague, gentleman and enlightened lawmaker; and

     WHEREAS, Bob M. Dearing served as Senator from District 37 in the Mississippi Senate.  District 37 is comprised of parts of Adams, Amite, Franklin and Pike Counties; and

     WHEREAS, in his 32 years in the Senate, Bob served as Chairman of many key standing committees including the Highways and Transportation Committee, which handles a wide variety of legislative issues, including road construction matters.  Senator Dearing served as the second Chairman of the Fees, Salaries and Administration Committee which oversaw the statutory salaries of state and local officials and reorganization of state agencies.  Bob served as Chairman of Environmental Protection, Conservation and Water Resources which regulates complex pollution control programs and most recently Bob served as Chairman of the Oil and Gas Committee which oversees the oil and gas production industry.  Bob was subcommittee chairman of many state budgets over his tenure, including the critical IHL Budget.  He served as Vice Chairman of the following committees:  Corrections, Elections, Wildlife, Fisheries and Parks, and Labor.  In short, Bob's expertise in the Senate committee system was very extensive.  He was particularly active in handling complex professional licensed legislation for health care providers; and

     WHEREAS, Bob Dearing is a community leader and dedicated husband and father.  Bob and his wife, Shelley, have been married for 49 years and they have three children.  He served as an Elder, Deacon, and 37 years as a Sunday School Teacher at the First Presbyterian Church where he and his family are members.  Bob was a graduate of Delta State University and the University of Southern Mississippi.  He was a former teacher, coach and elementary principal.  Bob opened a restaurant in downtown Natchez, and as a small businessman was very pro-business and interested in less regulation for the small entrepreneur.  Bob was a member of the following civic organizations:  National Conferences of Insurance/State Legislatures, Executive Board, 1992-present; National Rifle Association, 1990-present; National Football Foundation and Coaches Hall of Fame, 1964-present; Jaycees, 1958-1967; American Association of Retired Persons; American Legion; American Legislative Exchange Conference; ARTS Fair for the Handicapped; Chamber of Commerce; Delta State Foundation & Alumni Association; Elks; Friends of the Arts; Loyal Order of Moose, Mississippi Wildlife Federation; Natchez Trace Parkway Association; National Conference of Insurance Legislators; National Conference of State Legislators; Phi Delta Kappa; Royal Order of Moose; Retired and Senior Volunteer Program Advisory; southern Legislative Conference; University of Southern Mississippi Alumni Association; Natchez Little Theater; and Energy Council, Executive Board; and

     WHEREAS, Delta State University honored Senator Dearing by dedicating the Hall of Fame Room inside the Chadwick Dickson Intercollegiate Athletic Building to him.  The active Delta State alumnus was honored during an unveiling ceremony and reception prior to Delta State's Homecoming Football Game.  Dr. Hilpert thanked Dearing for his continued support of Delta State as an alumnus and through his actions in the Legislature.  "Much of what this institution brags about was launched from his Senate seat," said Dr. Hilpert.  Serving the 37th District since 1980, Senator Dearing was a staunch supporter of his alma mater, securing state funds for capital outlay programs and for Statesmen and Lady Statesmen Athletics.  Always active within the Delta State community, Senator Dearing, who served as President of the Delta State University National Alumni Association in 1969, was recognized in 1997 as the Outstanding Alumnus of the Year, and in 2007, the Alumni Association inducted him into the Alumni Hall of Fame; and

     WHEREAS, Senator Dearing's service has been marked by his commitment to success and recognized leadership, sound judgment and fairness.  He has set the highest standard in all of his many roles, as a father, husband, businessman, military, citizen, statesman and leader in the Mississippi Senate and as a true friend:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend and recognize former Senator Bob M. Dearing, whose outstanding service enriched everyone with whom he was associated, and we wish Bob and his family much success in their future endeavors.

     BE IT FURTHER RESOLVED, That this resolution be presented to Senator Bob Dearing and be made available to the Capitol Press Corps.
