Senate Concurrent Resolution 542

A CONCURRENT RESOLUTION RECOGNIZING AND CONGRATULATING FORMER STATE SENATOR E. VINCENT DAVIS OF FAYETTE, MISSISSIPPI, UPON HIS APPOINTMENT AS CHANCELLOR OF THE 17TH CHANCERY COURT DISTRICT.
WHEREAS, on December 7, 2009, Governor Haley Barbour announced the appointment of Senator E. Vincent Davis of Fayette, Mississippi, as Chancellor of the 17th District Chancery Court. His appointment began December 8, 2009; and
WHEREAS, Chancellor Davis replaced Judge Kennie E. Middleton. The 17th Chancery Court District includes the following four counties: Adams, Claiborne, Jefferson and Wilkinson; and
WHEREAS, "While his work in the Senate will be missed, Vincent Davis will bring integrity and leadership to the bench," Governor Barbour said. "I know he will be an asset to the state's judicial system and will continue to serve our citizens with fairness and dedication"; and
WHEREAS, former Senator Davis had a general law practice in Natchez, Mississippi. He also has served as City Attorney for Fayette since March 2004. Previously, he was an Assistant District Attorney for the 6th Circuit Court District where his duties included prosecuting felony cases and serving as the primary prosecutor for cases originating in Wilkinson County administering the district's Pretrial Intervention Program; and
WHEREAS, he is a member of the Magnolia Bar Association, the American Bar Association and The Mississippi Bar. Davis received a bachelor's degree from Alcorn State University and his law degree from Mississippi College School of Law; and
WHEREAS, Senator Davis was elected to the Mississippi Senate in 2007, and he has served as Vice Chairman of the Forestry Committee and was a dedicated member of the Appropriations and Judicial Committees; and
WHEREAS, with the formal appointment, Chancellor Davis said he's looking forward to serving the communities that he knows so well. "The only way I know to carry myself is to be the kind of person that listens before I make decisions, be very deliberate and try to be fair," he said. "I intend to maintain the integrity that judges in this area have shown and maintain the integrity of the bench." Chancery courts hear civil cases in equity, including divorces, custody matters and probate; and
WHEREAS, it is with great pride that we recognize the high esteem that a respected member of the Mississippi Senate was held among The Mississippi Bar and by the Governor, and the honor he has brought to his community and to the State of Mississippi: NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize and congratulate former State Senator E. Vincent Davis of Fayette, Mississippi, upon his appointment by Governor Barbour as Chancellor of the 17th Chancery Court District, and extend best wishes to him in his new capacity.
BE IT FURTHER RESOLVED, That this resolution be presented to Chancellor Vincent Davis and made available to the Capitol Press Corps.
