A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING UNITED STATES SECRETARY OF THE NAVY AND FORMER MISSISSIPPI GOVERNOR RAY MABUS OF RIDGELAND, MISSISSIPPI, UPON HIS INDUCTION INTO THE UNIVERSITY OF MISSISSIPPI ALUMNI ASSOCIATION 2010 HALL OF FAME.

     WHEREAS, the University of Mississippi Alumni Association has honored seven alumni with its highest annual recognition during Homecoming weekend November 5-6, 2010.  Inductees into the Alumni 2010 Hall of Fame include Secretary of the Navy and former Mississippi Governor Ray Mabus of Ridgeland, Mississippi, for service to the University and to the state; and

     WHEREAS, as the 75th United States Secretary of the Navy, Ray Mabus oversees a $150 Billion annual budget and almost 900,000 people.  He is responsible for all United States Navy and Marine Corps affairs, such as recruiting, training, equipping and mobilizing staff.  He also oversees the construction, outfitting and repair of naval ships and facilities, and is responsible for formulating and implementing policies and programs consistent with the President's and Secretary of Defense's national security objectives; and

     WHEREAS, elected Mississippi Governor in 1988, Ray Mabus signed one of the nation's most comprehensive education reform acts and was named one of Fortune Magazine's top 10 education Governors.  Prior to his service as Governor, Ray Mabus served as State Auditor and was responsible for updating auditing procedures in our state; and

     WHEREAS, he was appointed Ambassador to the Kingdom of Saudi Arabia by President Bill Clinton in 1994.  The former Foamex CEO also served as a naval officer aboard the cruiser "USS Little Rock"; and

     WHEREAS, a native of Ackerman, Mabus received a master's degree from Johns Hopkins University and a law degree from Harvard University.  His honors include the United States Department of Defense Distinguished Public Service Award, United States Army's Distinguished Civilian Service Award, Martin Luther King Social Responsibility Award, National Wildlife Federation Conservation Achievement Award, King Abdul Aziz Award from Saudi Arabia, and Mississippi Association of Educators' Friend of Education Award; and

     WHEREAS, the purpose of the University of Mississippi Alumni Association Hall of Fame is to honor those select alumni who have made an outstanding contribution to their country, state or the University of Mississippi through their good deeds, services or contributions, all of which have perpetuated the good name of the University.  The persons selected as members of the Hall of Fame are presented and honored at the Homecoming Ceremonies on the campus at the University of Mississippi each year; and

     WHEREAS, it is with great pride that we join the graduates of the University of Mississippi and the citizens of our state in recognizing the public, military, charitable and business contributions of this Mississippi citizen who has brought honor to his University, his community, his branch of service and to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend and congratulate United States Secretary of the Navy and former Mississippi Governor Ray Mabus of Ridgeland, Mississippi, upon his induction into the University of Mississippi Alumni Association 2010 Hall of Fame, and extend to Governor Mabus and his family our best wishes for future successes.

     BE IT FURTHER RESOLVED, That this resolution be presented to Governor Mabus, forwarded to the University of Mississippi Alumni Association, and made available to the Capitol Press Corps.
