Senate Concurrent Resolution 506

(As Adopted by Senate and House)

A CONCURRENT RESOLUTION MOURNING THE LOSS AND COMMENDING THE LIFE AND PUBLIC SERVICE OF FORMER SENATOR QUIN EMERSON "EM" STRINGER OF COLUMBIA, MISSISSIPPI, AND EXPRESSING THE SYMPATHY OF THE LEGISLATURE.

     WHEREAS, the Legislature and the State of Mississippi lost a wonderful friend, colleague, gentleman and enlightened lawmaker with the death of former State Senator Quin Emerson "Em" Stringer, 72, of Columbia, Mississippi, on April 12, 2013.  Senator Stringer was a master of the Rules of Procedure of the Mississippi Senate and House and was a strong advocate for taxpayer rights and programs that assisted the agricultural and forestry industry in our state.  Senator Stringer was a proud Veteran and was buried in the Improve Baptist Church Cemetery with military honors; and

     WHEREAS, a lifelong resident of Columbia, Mr. Stringer was born on July 3, 1940, to the late Quin E. Stringer, Sr., and Velma Cook Stringer.  He was a cattle rancher for over 50 years, and a member of the Improve Baptist Church.  A graduate of Ole Miss, he served as a Mississippi State Senator for 16 years, and honorably served our country, as an officer, in the Mississippi National Guard.  His hobbies included a love for antique automobiles, and deep-sea fishing; and

     WHEREAS, his parents preceded him in death.  He is survived by a son, Quin E. Stringer III of Columbia; a daughter, Sheila Hoard of Cape Coral, Florida; a sister, June Williams (Jon) of Columbia; two grandchildren, Rachael Lauren Hoard and Andrew Paul Hoard; two nephews, "Reggie" Williams and Randy Williams; and many friends; and

     WHEREAS, Emerson Stringer loved life, laughter and the Legislature.  His long service was marked by his commitment to success and recognized leadership.  He excelled in a variety of major responsibilities and served the Senate, his constituents and the State of Mississippi exceptionally well.  Emerson's public service was exemplified by fairness and sound judgment, and he set the highest standard as a leader in the Mississippi Senate and as a true friend:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby mourn the loss and commend the life and legacy of public service of former Senator Quin Emerson Stringer of Columbia, Mississippi, and express to his family the sympathy of the Legislature on his passing and our thanks for sharing Emerson with us and with the State of Mississippi.

     BE IT FURTHER RESOLVED, That this resolution be presented to the surviving family of Emerson Stringer, and be made available to the Capitol Press Corps.
