Senate Concurrent Resolution 506

A CONCURRENT RESOLUTION REMEMBERING THE GALLANT SERVICE AND COMMENDING THE LIFE OF MISSISSIPPI ARMY NATIONAL GUARD SERGEANT FIRST CLASS SEVERIN SUMMERS III WHO WAS LOST IN ACTION IN AFGHANISTAN ON SUNDAY, AUGUST 2, 2009, AND EXPRESSING THE SYMPATHY OF THE LEGISLATURE.

     WHEREAS, Mississippi Army National Guard Sergeant First Class Severin Summers III, age 43, who resided alternately in Natchez and Bentonia, Mississippi, was lost in action along with two other guardsmen on Sunday, August 2, 2009, by an improvised explosive device in Qole Gerdsar, Afghanistan; and

     WHEREAS, Sergeant Summers was an Engineer assigned to the Mississippi Army National Guard's Company C, 2nd Battalion, 20th Special Forces Group based in Jackson, Mississippi; and

     WHEREAS, Sergeant Summers cheerfully gave 20 years of his life to military service to which he was most dedicated.  Sergeant Summers was deployed July 2, 2009, for Marzak, Afghanistan, which was a redeployment for the special forces soldier and ranger; and

     WHEREAS, Sergeant Summers was a Louisiana native who had served as a recruiter in Natchez and Bentonia.  He loved serving his country and was a true soldier.  Sergeant Summers was a graduate of Christian Life Academy and Louisiana State University.  He was an avid outdoorsman and hunter who particularly enjoyed the company of friends and family; and

     WHEREAS, he and his wife, Tammy, were married in January of 2009, and he is also survived by three daughters, Jessica, Shelby and Sara; parents, West and Charlene Summers of New Roads, Louisiana; maternal grandmother, Marguerite S. LeBlanc; one sister, Andree Freeman of Sanford, North Carolina; three brothers, Captain Sean Summers, Sergeant Pierre Summers of Fort Bragg, North Carolina, and Lieutenant William Summers of Fort Polk, Louisiana; and 13 nieces and nephews; and

     WHEREAS, Sergeant Summers will be buried with full military honors in Arlington National Cemetery.  He will posthumously receive a Purple Heart.  He has received the Army Commendation Medal, Army Achievement Medal, Army Good Conduct Medal, NATO Service Medal, Operation Enduring Freedom Medal, Global War on Terrorism Medal, National Defense Medal with Stars, NCO Professional Development Ribbon, Army Service Ribbon, Overseas Service Ribbon, Armed Forces Medal with M Device, Army Reserve Components Achievement Medal with Four Oak Leaf Clusters, Mississippi War Medal, Combat Infantry Badge, Ranger Tab, SPECIAL FORCES TAB, Freefall Parachutist Badge, Combat Driver Badge, Pathfinder Badge, Parachutist Badge, Air Assault Badge, Canadian Parachutist Badge and the German Bronze Parachutist Badge; and

     WHEREAS, since operations began in Iraq and Afghanistan, at least 68 soldiers or sailors with Mississippi ties have died in action; and

     WHEREAS, Severin Summers was a loving father, husband and son who is counted among America's heroes, committed to our nation's safety and security.  To a country, a fallen soldier means a national loss; to a community, a fallen soldier means a true hero; to a child, wife or parent, a fallen soldier means a father, husband or son who won't be coming home.  Mississippians understand the costs of conflict, because we have paid them in the past, and it is with great pride and humility that we recognize the heroic action of this great American and adopted Mississippian, who was the guardian of civilization as we know it today:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby remember the gallant service and commend the life of Mississippi Army National Guard Sergeant First Class Severin Summers III of Natchez and Bentonia, Mississippi, who was lost in action in Afghanistan on Sunday, August 2, 2009, and extend the thoughts and prayers of the Legislature to his family and our sorrow on his passing.

     BE IT FURTHER RESOLVED, That this resolution be presented to the surviving family of Sergeant Summers and made available to the Capitol Press Corps.
