AN ACT MAKING AN ADDITIONAL APPROPRIATION OF CAPITAL EXPENSE FUNDS AND SPECIAL FUNDS FOR FISCAL YEARS 2024 AND 2025 TO DEFRAY THE EXPENSES OF THE MISSISSIPPI STATE BOARD OF DENTAL EXAMINERS; THE MISSISSIPPI DEVELOPMENT AUTHORITY; THE WIRELESS COMMUNICATION COMMISSION; THE STATE BOARD OF COSMETOLOGY; THE GOVERNOR'S OFFICE-DIVISION OF MEDICAID; THE STATE FORESTRY COMMISSION; THE OFFICE OF THE ATTORNEY GENERAL; THE SECRETARY OF STATE; THE MISSISSIPPI DEPARTMENT OF EDUCATION; THE MISSISSIPPI STATE DEPARTMENT OF HEALTH; AND FOR RELATED PURPOSES.

SECTION 1.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Mississippi State Board of Dental Examiners and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi State Board of Dental Examiners for the period beginning upon passage, and ending June 30, 2025....................... $     320,000.00.

     This additional appropriation is for the purpose of defraying the costs of relocating the agency, facility inspections, and replacing the agency's database system.

SECTION 2.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Mississippi Development Authority and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Development Authority for the period beginning July 1, 2023, and ending June 30, 2024...........................................................

.............................................. $   5,000,000.00.

     This additional appropriation is for the purpose of defraying the cost of the Forestry Facility Grant Program established in Section 57-1-781, Mississippi Code of 1972.

SECTION 3. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Wireless Communication Commission and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Wireless Communication Commission for the period beginning upon passage, and ending June 30, 2025...........................................................

     This additional appropriation is for the purpose of defraying the cost associated with adding new statewide communication towers.

SECTION 4.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury, to the credit of the State Board of Cosmetology, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the State Board of Cosmetology for the period beginning July 1, 2023, and ending June 30, 2024...........................................................

     This additional appropriation is for the purpose of defraying agency operational expenditures.

SECTION 5.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury, to the credit of the Governor's Office-Division of Medicaid, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Governor's Office-Division of Medicaid for the period beginning July 1, 2023, and ending June 30, 2024..................................................

     This additional appropriation is for the purpose of defraying mandated Medicaid medical services.

SECTION 6.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury, to the credit of the State Forestry Commission, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the State Forestry Commission for the period beginning July 1, 2023, and ending June 30, 2024.......................................... $     719,405.00.

     This additional appropriation is for the purpose of defraying expenses related to the emergency response to wildfires.

SECTION 7.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of paying for certain outside legal assistance, expert witness fees, court fees, judgments and settlement agreements incurred by the Office of the Attorney General for the period beginning upon passage, and ending June 30, 2025........................... $     665,094.00.

SECTION 8.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the General Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Office of the Secretary of State for the period upon passage, and ending

June 30, 2025.................................. $   3,977,000.00.

     This additional appropriation is for the purpose of defraying the expenses of software system updates and upgrades.

SECTION 9.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund and allocated in a manner as determined by the Treasurer's Office to defray the expenses of the Mississippi Department of Education for the period beginning July 1, 2023, and ending June 30, 2024 $   2,515,260.00.

     This additional appropriation is provided for the purpose of defraying the costs of the Educable Child program.

SECTION 10.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund and allocated in a manner as determined by the Treasurer's Office to defray the expenses of the Mississippi State Department of Health for the period beginning upon passage, and ending June 30, 2025 $   2,772,010.00.

     This additional appropriation is provided for defraying the costs of legal expenses associated with the City of Jackson's water litigation.

     SECTION 11.  This act shall take effect and be in force from and after its passage.
