AN ACT TO AMEND CHAPTER 936, LOCAL AND PRIVATE LAWS OF 2011, AS AMENDED BY CHAPTER 904, LOCAL AND PRIVATE LAWS OF 2014, TO INCREASE TO $50,000.00 THE AMOUNT THAT THE CITY OF BAY SPRINGS, MISSISSIPPI, MAY EXPEND ANNUALLY FROM ITS GENERAL FUND TO PROMOTE AND EFFECTUATE THE CITY'S ANNUAL BAYFEST CELEBRATION; TO EXTEND UNTIL JULY 1, 2021, THE REPEAL DATE ON SUCH PROVISION; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  Chapter 936, Local and Private Laws of 2011, as amended by Chapter 904, Local and Private Laws of 2014, is amended as follows:

     Section 1.  (1)  Notwithstanding any section of the Mississippi Code of 1972 to the contrary, the governing authorities of the City of Bay Springs, Mississippi, in their discretion, are authorized to expend an amount not to exceed * * *Twenty‑five Thousand Dollars ($25,000.00) Fifty Thousand Dollars ($50,000.00) annually from the general fund for the promotion and effectuation of the city's Annual BayFest Celebration.

     (2)  In addition to the expenditure of monies from the general fund authorized in subsection (1) of this section, the governing authorities of the City of Bay Springs, in their discretion, may receive and expend funds donated to the municipality and designated for use in the promotion and effectuation of the Annual BayFest Celebration.

     (3)  The expenditures authorized in this section are in addition to, and not in lieu of the authority granted under Sections 17-3-1 and 17-3-3, Mississippi Code of 1972, and all other statutory authority.

     (4)  The provisions of this section shall be repealed from and after July 1, * * *2017 2021.
