AN ACT TO CREATE NEW SECTION 37-13-22, MISSISSIPPI CODE OF 1972, TO ALLOW THE STATE BOARD OF EDUCATION TO PROVIDE VOCATIONAL, AGRICULTURAL, FORESTRY, CIVICS, AND HOME EDUCATION PROGRAMS FOR STUDENTS; TO PROVIDE THAT SCHOOLS AND SCHOOL DISTRICTS MAY ENTER INTO AGREEMENTS WITH SEPARATE SCHOOL DISTRICTS AND STATE AGENCIES TO EFFECTUATE SUCH PROGRAMS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The following shall be codified as Section 37-13-22, Mississippi Code of 1972:

     37-13-22.  The State Board of Education is hereby authorized and empowered to establish and provide for vocational, agricultural, forestry, civics, and home education programs in the public school districts of this state and to employ county educators for such purpose.  In order to effectuate such programs the county superintendents of education of counties in which such programs have been established, with the approval of the county board of education, and the board of trustees of the municipal separate school districts are authorized and empowered, in their discretion, to cooperate and join with any state departments or agencies for the purpose of implementing these programs.  For such purposes the said county superintendents of education, with the approval of the county board of education, are hereby authorized and empowered to expend such funds as may be necessary from the common school funds of the county, and the board of trustees of municipal separate school districts are hereby authorized and empowered to expend such funds as may be necessary from the maintenance funds of such districts for the purpose of defraying the expenses of such cooperative education programs.

     The State Department of Education and various county departments shall have the power and authority to enter into such agreements and joint programs with the county superintendents of education and boards of trustees of municipal separate school districts as may be necessary, proper and desirable in carrying out the purposes of this section, and in establishing and carrying on education programs in the public school districts of this state, and the said county superintendents of education, with the approval and consent of the county board of education, and the board of trustees of municipal separate school districts shall have the power and authority to enter into such agreements and joint programs with each other and with the State Department of Education and county departments as may be necessary for such purpose.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2021.
