MISSISSIPPI LEGISLATURE

AN ACT TO ESTABLISH A STATE TASK FORCE FOCUSED ON ANALYZING THE DESIGN OF HIGH-PERFORMING EDUCATION SYSTEMS AND LONG-TERM PLANNING TO MAKE MISSISSIPPI A GLOBALLY COMPETITIVE EDUCATION SYSTEM WITHIN THE NEXT TEN YEARS BASED ON THAT ANALYSIS; TO ESTABLISH TWO ADDITIONAL WORKING GROUPS FOCUSED ON APPLYING SYSTEM DESIGN WORK TO IMPLEMENT TWO COMPONENTS OF HIGH-PERFORMING SYSTEMS, EFFECTIVE TEACHERS AND PRINCIPALS AND CAREER AND TECHNICAL EDUCATION, SO THAT MISSISSIPPI HAS POLICIES IN PLACE TO ENSURE A WORLD-CLASS TEACHING FORCE AND MEANINGFUL CAREER EDUCATION OPPORTUNITIES FOR ALL STUDENTS WITHIN THE NEXT TWO YEARS; TO AUTHORIZE THE TASK FORCE TO SELECT A NATIONALLY RECOGNIZED ORGANIZATION WITH EXPERTISE IN INTERNATIONAL EDUCATION BENCHMARKING, FACILITATION, AND LEADERSHIP DEVELOPMENT TO FACILITATE THE THREE GROUPS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  Establishment of task force to study high-performing education systems.  (1)  There is established an independent research-based Task Force on High-Performing Education Systems, with membership outlined below, that provides strategic direction, an analysis of design features of high-performing education systems globally, and an initial set of action steps based on relevant contextual analysis to enable Mississippi to develop a long-term plan for developing a world-class education system.

     (2)  The Task Force shall select a national consulting and professional learning organization with expertise in internationally benchmarking the policies and practices of high-performing education systems and translating those policies and practices into United States contexts to facilitate this Task Force.

     (3)  The organization will:

          (a)  Share information and insights on the design of high-performing education systems, organized around a coherent framework;

          (b)  Analyze Mississippi's state policy context;

          (c)  Co-develop a deep contextual analysis of the challenges Mississippi aims to overcome through this work; and

          (d)  Facilitate conversations that allow the Task Force to set a long-term vision and an outline of an implementation plan for moving forward in the next year so that Mississippi has the first step to an action plan to be globally competitive.

     SECTION 2.  Applied systems design working groups.  (1)  There are established two (2) Applied Systems Design Working Groups to develop specific implementation plans in two (2) key areas of the broader Task Force's work.  These two (2) Task Forces will focus on:  Effective Teachers and Principals; and Career and Technical Education.

     (2)  The Applied Systems Design Working Group on Effective Teachers and Principals will focus on what Mississippi will need to do to identify, recruit, educate, hire, induct, mentor, and develop highly effective teachers and principals.  Such an applied Systems Design effort would take about eight (8) days, or sixteen (16) half (1/2) days, of work and commitment on the part of participants over a three-to-four-month period.

     (3)  The Applied Systems Design engagement on Career and Technical Education will focus on what Mississippi will need to do to develop a more effective system of career and technical education to prepare students to succeed in the future workforce.  Such an applied Systems Design effort may involve six (6) days, or twelve (12) half (1/2) days, of work and commitment on the part of participants over a three-month period.

     (4)  By the end of the first year, each engagement will produce an Action Plan that would guide further implementation work in future years.

     (5)  Both Working Groups will be facilitated by the same nationally recognized organization supporting the Task Force's work.

     SECTION 3.  Membership.  The Task Force shall consist of: high-level leaders representing education, business, policy makers, community colleges, universities, educational organizations and associations representing all regions of the state and to be appointed as follows:

          (a)  Two (2) members appointed by the Governor;

          (b)  Two (2) members appointed by the Lieutenant Governor;

          (c)  Two (2) members appointed by the Speaker of the House of Representatives;

          (d)  Two (2) members appointed by the State Superintendent of Public Education, one (1) from the State Board of Education and one (1) from the Educator Licensure Commission;

          (e)  The Executive Director of Mississippi Association of School Administrators (MASA) plus one (1) member appointed by MASA;

          (f)  The Executive Director of Mississippi Association of School Superintendents (MASS) plus one (1) member appointed by MASS;

          (g)  Two (2) members from the Institutions of Higher Learning (IHL) Community;

          (h)  Two (2) members from the Community College Systems;

          (i)  The Executive Director of the Mississippi Industrial Development Authority or one (1) appointee;

          (j)  The Executive Director of the Mississippi Economic Development Council or one (1) appointee;

          (k)  The Executive Director of the Mississippi Economic Council or one (1) appointee; and

          (l)  The Executive Director of the Mississippi Manufacturing Association or one (1) appointee.

     Wherever possible, preference in appointees should be given to alumni of previous system design task force cohorts.

     Each of the two (2) Applied Systems Design Working Groups should consist of up to eight (8) appointed members of the Task Force, in addition to up to ten (10) members of the initial systems design group in summer and fall of 2020, and up to six (6) relevant parties with two (2) appointed by the Speaker of the House, two (2) appointed by the Lieutenant Governor, and two (2) appointed by the State Superintendent of Education.  The appointed members in the Effective Teachers and Principals Applied Systems Design Working Group may include representation from the Legislature, community college, higher education, teachers, principals and district superintendents.  The Career and Technical Education Applied Systems Design Working Group may include representation from the Legislature, the community college system, business and industry and workforce development.

     Wherever possible, preference in the chair's appointees should be given to alumni of previous system design task force cohorts.

     SECTION 4.  Program costs.  All costs and expenses for preparing and conducting the Task Force on High-Performing Education Systems and the two (2) Applied Systems Design efforts provided in this act shall be paid out of any funds which are made available upon appropriation by the Legislature.

     SECTION 5.  This act shall take effect and be in force from and after July 1, 2021.
