A RESOLUTION COMMENDING AND CONGRATULATING CHARLES ELON BOWERING UPON THE OCCASION OF HAVING THE FLORA, MISSISSIPPI LIBRARY RENAMED THE POSEY-BOWERING LIBRARY IN FLORA, MISSISSIPPI, MADISON COUNTY, IN RECOGNITION OF HIS SIGNIFICANT CONTRIBUTION TO THE PRESERVATION OF FLORA, MISSISSIPPI'S HISTORY.

     WHEREAS, dedicated public servant and Flora, Mississippi, historian Charles Elon Bowering will be honored by the citizens of Flora, Mississippi, who will celebrate his significant contributions to the preservation of Flora's history by renaming the Flora, Mississippi, library as the Posey-Bowering Library; and

     WHEREAS, Charles Elon Bowering was born in Jackson, Mississippi, but lived most of his life in Flora, Mississippi, where his heart's passions truly flourished; and

     WHEREAS, before dedicating his time to exploring Flora's history, Charles served this state and this country as a dedicated member of the National Guard; and

     WHEREAS, he also specifically served the citizens of Madison County for 28 years as a deputy sheriff until his retirement in 1998, with Badge No. SO8; and

     WHEREAS, since his retirement, he has directed his passion for service toward researching the history of Flora, and spending countless hours of his personal time researching the history of Flora, Madison County and the surrounding area with such fervor that his vast knowledge of the history of the area became well-known throughout the county; and

     WHEREAS, Charles Elon Bowering has devoted countless hours digitizing and preserving old records for the Flora library, which  preserves the town's history for generations to come; and

     WHEREAS, by coupling his historical knowledge and with his eloquent delivery of historic information, Charles became a local fan favorite and was frequently asked to contribute to newspaper articles and speak at events on the history of The Chapel of the Cross, the Mississippi Ordnance Plant, the Town of Livingston, the Petrified Forest and family cemeteries in Madison County; and

     WHEREAS, Charles' knowledge was invaluable to his friend Presley Posey who asked Charles to share his vast research to assist in writing the book, The Flora Book: A History of the Town and Southwest Madison County, Mississippi; and

     WHEREAS, his research efforts have also been vital to the accomplishments of the Flora Historical Society; and

     WHEREAS, along with Presley Posey, Charles Elon Bowering was instrumental in the projects special to his heart, including the restoration of the Flora train depot, Flora's monument to veterans and the Flora library; and

     WHEREAS, it is the policy of the House of Representatives to celebrate men such as Charles Elon Bowering who live a life of service and dignity that create a historic legacy for future generations.

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Mr. Charles Elon Bowering upon the occasion of having the Flora, Mississippi library renamed the Posey-Bowering Library in Flora, Mississippi, Madison County, in recognition of his significant contribution to the preservation of the history of Flora and Madison County, Mississippi.

     BE IT FURTHER RESOLVED, That copies of this resolution shall be furnished to the family of Mr. Charles Elon Bowering and to the members of the Capitol Press Corps.
