A RESOLUTION COMMENDING THE DISTINGUISHED CAREER OF MR. CLARENCE "JIMBO" RICHARDSON WHO SERVED THE MISSISSIPPI HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI AS A LEARNED AND WELL-VERSED DRAFTING ATTORNEY AND COMMITTEE COUNSEL AND CONGRATULATING HIM UPON THE OCCASION OF HIS RETIREMENT AFTER MORE THAN 26 YEARS OF EXCEPTIONALLY ESTEEMED AND REPUTABLE SERVICE.
WHEREAS, after more than 26 years of performing due diligence, extensive research, crafting laws to the benefit and protection of Mississippi's citizenry as a learned and well-versed drafting attorney and committee counsel to the Mississippi House of Representatives of the State of Mississippi, Clarence "Jimbo" Richardson has announced his decision to lay aside the pen and legal portfolio of statutory creation and construction to enjoy the lighter years of retirement, effective on January 20, 2014; and
WHEREAS, Jimbo, a native of Cleveland, Mississippi, attended Louisiana State University (LSU) before transferring to and graduating from the prestigious Delta State University in his hometown, before receiving his juris doctorate degree from Mississippi College School of Law, and upon successfully passing The Mississippi Bar exam, assumed employment duties with the House of Representatives on November 11, 1987; and
WHEREAS, during the course of his tenure with the House, Jimbo acquired an expert's knowledge and comprehension of various matters pertaining to the state's criminal law and procedure provisions, professional licensure regulations, implements affecting the judicial system and the construction of electoral districts; and
WHEREAS, having served as wise counsel for various committees of the House of Representatives over his 26 years, Jimbo perfected his knowledge of the subject areas addressed by the Judiciary A, Judiciary B, and Judiciary En Banc Committees but, as his years accumulated, he quickly became synonymous with the committee that has led the charge of effecting major legislative reform, including the highly debated reform of the Tort Claims Act in 2001; and
WHEREAS, equipped with the tenacity to approach any issue head-on without waiver, Jimbo's matter-of-fact methodology, with respect to the duties and responsibilities assigned to him, has garnered him the respect of his peers as well as those who seek the assistance of his professionalism and expertise; and
WHEREAS, in addition to performing his legislative duties, Jimbo has contributed to local and national discussion on the criminal code, as evidenced by his affiliation with the Uniform Law Commission and the Criminal Code Revision Subcommittee of the Judicial Advisory Committee; and
WHEREAS, outside of his professional career, it is widely known by his friends, associates, colleagues and the occasional stranger having met his acquaintance, that Jimbo is a sports enthusiast who loves and bleeds the royal purple and gold hemoglobin of allegiance to his beloved LSU Tigers; and
WHEREAS, characterized as one with a good sense of humor, Jimbo's laid back personality and outgoing nature privileged him to win the heart and affection of his wife and soulmate, Yamina Richardson, as well as endearing him to those whom he calls friend and who call him friend; and
WHEREAS, Jimbo has nurtured his lifelong interest in music, particularly in the instrumentality and syncopation of percussion, and devotes much of his spare time, when not engaged in golfing activities, to keeping the rhythmic beats for his fellow band members, local recording artists M.O.S.S., as the band's drummer; and
WHEREAS, it is the policy of the House of Representatives to recognize and commend the excellence in service exemplified by such a committed individual of Jimbo's caliber, whose driven and result-oriented performance has effectively contributed to the seamless operations of the House Legislative Services Office and the advancement of new and revised provisions of law through the legislative process:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend the distinguished career of Clarence "Jimbo" Richardson who served the House of Representatives of the State of Mississippi as a learned and well-versed drafting attorney and committee counsel and congratulating him upon the occasion of his retirement after more than 26 years of exceptionally esteemed and reputable service, and extend to him our most sincere wishes for enjoyment of the lighter years of life and continued success in all his future endeavors.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Clarence "Jimbo" Richardson and to the members of the Capitol Press Corps.
