A RESOLUTION COMMENDING AND CELEBRATING THE FRANCES A. KARNES CENTER FOR GIFTED STUDIES AT THE UNIVERSITY OF SOUTHERN MISSISSIPPI ON THE OCCASION OF ITS 40TH ANNIVERSARY, AND EXTENDING WISHES FOR MANY MORE YEARS OF PROVIDING EXCEPTIONAL INSTRUCTION TO THE GIFTED STUDENTS OF THIS STATE.

     WHEREAS, in 1979, the Frances A. Karnes Center for Gifted Studies in the College of Education and Psychology at the University of Southern Mississippi was founded to implement and evaluate specialized instructional programs for intellectually and academically gifted youth; and

     WHEREAS, 2019 marks the 40th anniversary of this impressive program which is dedicated to serving gifted students and the teachers, administrators, counselors, school psychologists and other professionals charged with nurturing their minds; and

     WHEREAS, during its initial inception, the Karnes Center was focused on the design, implementation and evaluation of specialized instructional programs for youth who were intellectually gifted, academically talented and had leadership potential; and

     WHEREAS, the center's purpose and programming have evolved over the years to instructional programs for both teachers and staff, a conference for parents of gifted youth, and research in both urban and rural schools; and

     WHEREAS, due to the enormous success of this program, other colleges and universities in state and out of state have replicated the programmatic thrusts of the Karnes Center; and

     WHEREAS, the Karnes Center has been pivotal in fulfilling our state's critical need to train teachers who are highly qualified to teach and guide gifted students in public and private schools, and to train college and university faculty to instruct at the advanced graduate level; and

     WHEREAS, the University of Southern Mississippi is one of a select few institutions in the country to offer master's, specialist's and doctoral degrees with an emphasis in gifted education because of the Karnes Center; and

     WHEREAS, the Karnes Center is one of the major reasons Mississippi is considered a national leader in providing gifted education:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and celebrate the Frances A. Karnes Center for Gifted Studies at the University of Southern Mississippi on the occasion of its 40th anniversary, and extend best wishes for many more years of providing exceptional educational opportunities for the Magnolia State's gifted students.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the University of Southern Mississippi and to the members of the Capitol Press Corps.
