A RESOLUTION COMMENDING AND CONGRATULATING MR. DICK RICE UPON HIS RECENT ELECTION TO THE NATIONAL ACADEMY OF TELEVISION ARTS AND SCIENCES SOUTHEAST CHAPTER SILVER CIRCLE.

     WHEREAS, Dick Rice, a native of Massachusetts and retired United States Navy veteran of 21 years, and current Chief Meteorologist for WTVA-TV Tupelo-Columbus, recently has been elected to the National Academy of Television Arts and Sciences Southeast Chapter Silver Circle; and

     WHEREAS, Mr. Rice honed his skills as a meteorologist during his military services through the fulfillment of his primary duty by providing flight forecasts to pilots stateside, overseas or in the South China Seas during the Vietnam era, and engaged in one of his more interesting assignments with the "Joint Typhoons Warning Center" on Guam, where he worked with the "Typhoon Hunters," a unit which flew into the center of these storms in order to obtain meteorological data; and
     WHEREAS, Mr. Rice, who resides in Mooreville, Mississippi, with his wife, Jill, earned a bachelor of science degree from Troy State University, completed some graduate work at Central Michigan University and is a professional member of the American Meteorological Society; and

     WHEREAS, since joining WTVA as a morning and noon meteorologist in 1979, his passion for weather and diligence in providing the most accurate weather service to the community eventually allowed him to scale the success ladder to Director of Weather Services, and today as Chief Meteorologist, Mr. Rice oversees a staff of three full-time meteorologists and leads the station's severe weather coverage; and

     WHEREAS, in addition to his administrative and supervisory duties, he also does weather for the local ABC and Fox affiliates as well as on radio, and continues, as he has done through the years, to share his knowledge of weather by speaking at elementary and high schools all across North Mississippi; and

     WHEREAS, the Silver Circle is a society of honor of the National Academy of Television Arts and Sciences Southeast, which since 1989, has annually conducted its induction ceremony recognizing television professionals who have worked 25 years or more in the industry in a performing, creative, technical or administrative position; and

     WHEREAS, the Silver Circle has made significant contributions to the southern regional market with contributions extending beyond professional excellence and commitment to their craft, giving back to the community as mentors, educators and volunteers; and

     WHEREAS, it is with great pride that we recognize the merit, esteem and dedicated service of such a zealous individual as Mr. Rice, whose career as a meteorologist has spanned the course of several decades as a reliable and trusted source of accurate predictions and forecasts, and is equally comparable to his service as a benefactor and humanitarian to his local community:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Mr. Dick Rice upon his recent election to the National Academy of Television Arts and Sciences Southeast Chapter Silver Circle and extend best wishes for continued success in all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Rice and to the members of the Capitol Press Corps.
