A RESOLUTION COMMENDING AND CONGRATULATING THE HONORABLE EUGENE LOVE FAIR, JR., OF HATTIESBURG, MISSISSIPPI, UPON HIS APPOINTMENT AS JUSTICE OF THE MISSISSIPPI COURT OF APPEALS.

     WHEREAS, on December 14, 2011, Governor Haley Barbour appointed Chancellor Eugene Love Fair, Jr., of Hattiesburg, Mississippi, as the newest Justice of the Mississippi Court of Appeals, replacing Justice William Myers upon his retirement from the bench on December 31, 2011; and

     WHEREAS, Justice Fair was raised in Louisville, Mississippi, and attended the University of Mississippi where he earned a journalism degree in 1966 and a law degree in 1968; and

     WHEREAS, upon graduating from law school, Justice Fair served in the United States Naval Reserve with the Judge Advocate General's Corps, receiving an honorable discharge in 1977; and

     WHEREAS, Justice Fair was engaged in private practice from 1972-2006 in Hattiesburg, before serving in his most recent position as Chancellor for the Chancery Court of Mississippi, Tenth Judicial District; and

     WHEREAS, Justice Fair is a well-rounded jurist, having served on numerous committees and boards throughout his career, including:  the Mississippi Ethics Commission as a member from 1984-2004, and as vice chairman in 2004; the Judicial Nominating Committee as a charter member under Governor William Winter; the Supreme Court Committee on Technology in the Courts, as a member from 1988-1990; and for the Pat Harrison Waterway District as the board attorney from 1988-1992; and

     WHEREAS, Justice Fair has been active in his profession with organizations including the South Central Mississippi Bar Association, The Mississippi Bar and the American Bar Association, where he served in multiple leadership capacities over the years; and

     WHEREAS, an Eagle Scout, Justice Fair believes the Boy Scouts' pledge, to do your best to do your duty, is fitting for the role of a judge, and during his investiture as Justice of the Mississippi Court of Appeals, he maintained this pledge; and

     WHEREAS, Justice Fair and his wife, the former Estella Galloway, have two daughters and four grandchildren, and they are active members of Westminster Presbyterian Church in Hattiesburg; and

     WHEREAS, it is the policy of the House of Representatives to acknowledge qualified and dedicated members of the judiciary, such as Justice Fair, who brings a diverse background of service to the bench and who has brought honor to his community and to our great state:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Justice Eugene Love Fair, Jr., upon his appointment as Justice of the Mississippi Court of Appeals, and extend best wishes on this auspicious occasion.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Justice Fair and to the members of the Capitol Press Corps.
